Jhpiego is the implementing partner for the East Africa Accelerator Hub
for an exciting project called The Challenge Initiative (TCI) – known as
Tupange Pamoja in East Africa. The project is funded by Bill and Melinda Gates
Foundation (BMGF) through The Bill & Melinda Gates Institute for Population
and Reproductive Health, Department of Population, Family & Reproductive
Health at the Johns Hopkins Bloomberg School of Public Health. This is a
multifaceted program focused on the rapid expansion of urban family planning
programs worldwide but with focus on the largest cities in Asia and Africa. TCI
is an ambitious program that leverages a matching challenge fund mechanism to
provide incentives for the rapid scale up of urban family planning programs
through a framework of accountability measures, demand driven participation of
cities, and technical support via at least four regional accelerator hubs.

Job Summary: The Program
Learning Advisor will work with program/ technical teams at national and
regional level to implement Tupange Pamoja’s program learning agenda. S/he will
lead the development and implementation of the project learning strategy and
support program teams to implement program learning activities in the East
Africa Region. The position holder will be based in either Nairobi, Kampala or
Dar es salaam.
Learning Advisor will work with program/ technical teams at national and
regional level to implement Tupange Pamoja’s program learning agenda. S/he will
lead the development and implementation of the project learning strategy and
support program teams to implement program learning activities in the East
Africa Region. The position holder will be based in either Nairobi, Kampala or
Dar es salaam.
Key Duties and Responsibilities:
- Develop and implement a program learning
strategy and annual program learning work plans (including clear plans for
documentation and dissemination). - Support the ongoing gathering of technical
and programmatic knowledge and learning developed by the program, including
lessons learned, best practices, challenges, “how-to” information, and
information on research and impact in the East Africa region. - Coordinate with key program and M&E
staff to provide guidance on design and methodologies, applied research
studies, impact assessment, - evaluation, knowledge capture and sharing,
stakeholder engagement, and application of learning to program and project
design and management. - Support the work of implementing country
offices and technical teams to make use of data for research and learning
outcomes. - Support dissemination of program
information and research through channels that will ensure effective
audience reach. - Build capacity among Program staff in
Kenya, Uganda and Tanzania for sharing knowledge, leading knowledge-sharing
activities, documenting and disseminating key knowledge to relevant
audiences, and other knowledge management practices. - Represent East African TCI hub at
national, regional and international fora and technical meetings,
facilitating dissemination and use of project data among key stakeholders. - Seek opportunities to advance TCI’s
knowledge management and learning activities to ensure rapid, effective
sharing and application of learning in topics of interest
Qualifications, Skills and Experience:
- The applicant for the Jhpiego Program
Learning Advisor job placement should hold an advanced degree in public
health or related field - Seven years’ experience in program
evaluation, research and learning, knowledge management, communications,
documentation, dissemination, or related experience - Experience in public health and knowledge
of reproductive health and family planning - Experience working with government, NGOs,
donors, and other relevant stakeholders - Experience in the application of
statistical methods including qualitative methods (eg. Implementation
mapping), impact evaluations and field research experience - Experience in building capacity among
peers for developing knowledge-sharing products and leading
knowledge-sharing activities - Data analysis and database management
skills - Previous experience in the development of
strategic and tactical plans in cooperation with other stakeholders - Ability to interact with established
networks of senior level international health professionals, donors,
government and other partners - Excellent analytical, verbal, written, and
presentation skills
