Foundation for Community Development and Empowerment FCDE collaborates
with established community-based organizations to increase their institutional
capacity. Acting as a catalyst, FCDE provides direct support to strengthen each
partner organization’s efficacy in the community and ensure that local voices

grant making, assisting organizations with identifying funding opportunities,

Job Summary: The Program and
Monitoring & Evaluation (M&E) Officer will help to develop, improve,
and expand the organization’s positive impact on underserved communities by
increasing the efficacy of the health programs of FCDE’s community partners in
Uganda. The Officer will be responsible for technically supporting partner
organizations to deliver quality services through planning, implementing,
monitoring, and evaluating programs and projects focusing on health and
HIV/AIDS programs.

Key Duties and Responsibilities:
Assessment and Training
- Carry out the assessments of partner
organizations to identify gaps in programmatic design and management of
innovative programs/projects focused on health and HIV/AIDS - Act as an enthusiastic guide to partners
as they go through FCDE’s capacity building program, providing support,
training, and mentorship
Program Management
- Play an active role in supporting FCDE
partner organizations through the capacity building process - Research and disseminate information to
partners on new trends of health and HIV/AIDS issues - Work closely with FCDE partner
organizations to design and implement innovative health and HIV/AIDS
programs and projects in line with new trends in the field - Plan and implement innovative strategies
and interventions for improved service delivery - Build technical skills to advance service
delivery and impact to the community
Monitoring and Evaluation
- Help partners design and implement
monitoring and evaluation frameworks (including reporting and delivery) to
track impact of set goals, objectives, and indicators for programs and
projects - Provide training and mentorship to partner
organizations in the areas of designing, implementing, monitoring, and
evaluating health programs/projects; this includes developing project log
frames, setting realistic goals, objectives and indicators, designing
tools for data collection, data analysis, and interpretation and
generating reports from the analyzed data
Resource Mobilization: Work with partners to increase their
capacity for fundraising through grant writing, marketing, and sustainability
planning

Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the Global Health
Corps Program and Monitoring & Evaluation Officer career placement
should hold a Bachelor’s degree - At least one year of experience in
conducting surveys, assessments, and evaluations, preferably on monitoring
and evaluation projects - Demonstrated experience with
program/project planning and management - Ability to research, write and edit
program documents and materials, including proposals - Keen interest in local and global public
health issues - Interest in organizational capacity
building, especially in rural communities - Knowledge of new trends in health and
HIV/AIDS issues, or strong interest in learning about them - Ability to work in a team environment with
self-sufficiency and self-motivation - Ability to undertake regular field visits
to rural communities - Experience in training and facilitation;
comfortable with public speaking - Skills in partnership development and management
- Experience or familiarity with management
information systems - Ability to work with minimal supervision;
