About Us:
The Government of Uganda through the Ministry of Agriculture, Animal
Industry and Fisheries (MAAIF) supported by FAO and UNDP is implementing the 5
year project on Fostering sustainability and resilience for food security in
Karamoja sub region. This project seeks to respond to chronic food insecurity
in the Karamoja region, which is a result of combined pressures, including
environmental degradation and climate changes.
About GEF Project:
The Government of Uganda received financing from the Global Environment
Facility through UNDP and FAO towards the project. The project will seek to
increase food production through sound and resilient production techniques, and
will also support efforts to diversify production to increase income and reduce
vulnerability to climate shocks. A strong emphasis will be placed on
rehabilitating ecosystem services, particularly land-based services, through
Agro-forestry, natural regeneration and sound pasture management. The project
will also target specific activities towards women and youth, who are among the
most vulnerable, to ensure equality of participation and underlying
vulnerabilities are removed.
Job Summary: The
Administrative and Finance Assistant will play a pivotal role in the delivery
of Financial Management functions, supporting financial controls, financial
administrative systems, administration of strategic initiatives, maintaining,
and keeping adequate, complete and assessable records in the improvement of
financial processes and procedures.
Key Duties and Responsibilities:
  • Render support in the financial management
    tasks under the supervision of the Project Manager, including information
    on the transfer and conversion of funds at the Bank;
  • Ensure that all procurements and
    disbursements are carried out in accordance with the established/agreed
    Government of Uganda, UNDP and FAO requirements;
  • Support the mobilization/procurement of
    project inputs under the responsibility of GoU
  • Keenly verify financial entries in the
    appropriate Accounting Software and provide support in the use of financial
    management software for financial monitoring and reporting on project
    financial flows;
  • Prepare and submit annual and semi-annual
    budgets, quarterly expenditure reports, cash advance requests and any
    other financial management tools required in accordance with MAAIF/ GoU,
    UNDP, FAO and GEF defined procedures and reporting formats, schedules and
    communications channels;
  • The jobholder will prepare inventory
    reports, reports on goods and services acquired;
  • Manage Project records, information and
    data for operational, Human Resources, financial and results- based
    monitoring;
  • Compile, copy and distribute all project
    reports (Consultancies, workshops, training sessions, etc.);
  • Undertake project financial closure
    formalities including submission of terminal reports, transfer and
    disposal of equipment, processing of semi-final revisions, and support
    professional staff in preparing the terminal assessment reports;
  • Assist in the timely issuance of contracts
    and assurance of other eligible entitlements of the project personnel,
    experts, and consultants by preparing annual recruitment plans;
  • Ensure smooth and timely implementation of
    project activities in support of the results-based work planning, through
    operational and administrative procedures according to MAAIF, UNDP and FAO
    rules and standards;
  • The jobholder will also coordinate the
    project operational arrangements through contractual agreements with key
    project partners;
  • Execute accurate and timely actions on all
    operational requirements for personnel-related matters, equipment and
    material procurement, and field disbursements;
  • Actively participate and represent the
    project in collaborative meetings with project partners and the Project
    Steering Committee, as required;
  • Undertake any other Finance and Administrative
    tasks as required by the Project Manager



Qualifications, Skills and
Experience: 
  • The applicant must hold an Honors
    Bachelor’s degree in either Commerce (Accounting option), Business
    Administration (Accounting option), Business Studies (Accounting option)
    or Finance and Accounting from a recognized University or Training
    Institution;
  • MUST have a full professional
    qualifications in Accounting as CPA, ACCA, ACIS and CPE obtained from
    recognized Training Institution and accredited by Institute of Certified
    Public Accountants of Uganda (ICPAU);
  • At least five years of experience in the
    field of finance and administration in a Government setting or a reputable
    organization.
  • Proficiency in computer, information and
    communication technology;
  • Demonstrated knowledge of project
    management of a comparable project;
  • Working knowledge of the Ugandan Financial
    management requirements with extensive contacts in the public, private
    sectors and civil society organizations;
  • Good planning, organizing and Management
    Skills;
  • Excellent written and fluent spoken
    English
  • Ability to communicate in Karamojong
    language is an added advantage.
