About Us:
The Government of Uganda through the Ministry of Agriculture, Animal
Industry and Fisheries (MAAIF) supported by FAO and UNDP is implementing the 5
year project on Fostering sustainability and resilience for food security in
Karamoja sub region. This project seeks to respond to chronic food insecurity
in the Karamoja region, which is a result of combined pressures, including
environmental degradation and climate changes.

About GEF Project:
The Government of Uganda received financing from the Global Environment
Facility through UNDP and FAO towards the project. The project will seek to
increase food production through sound and resilient production techniques, and
will also support efforts to diversify production to increase income and reduce
vulnerability to climate shocks. A strong emphasis will be placed on
rehabilitating ecosystem services, particularly land-based services, through
Agro-forestry, natural regeneration and sound pasture management. The project
will also target specific activities towards women and youth, who are among the
most vulnerable, to ensure equality of participation and underlying
vulnerabilities are removed.

Job Summary: The Project
Manager will be responsible for the overall direction, coordination,
implementation, execution, control of the project and ensuring that project
outputs are completed on time and within budget and that the project’s
objectives are met and d results are achieved.

Key Duties and Responsibilities:
- Organizing and managing project activities
consistent with the project document, GoU, UNDP and FAO policies and
procedures for nationally executed projects; - Facilitating establishment of Project
Steering Committee; - Leading timely preparation and updating of
the project work plans, design project activities, budgets and reports
quarterly and as required; and formally submit updates to MAAIF, UNDP, FAO
and to the Project Steering Committee for consideration; - Facilitating timely preparation and
submission of financial reports and settlement of advances, including
progress reports and other substantial reports; - Monitoring and reporting project
performance and delivery to the Project Steering Committee, MAAIF, UNDP
and FAO as well as the progress towards achievement of the project’s
national development objectives and global environmental benefits; - Tasked with drafting documents and reports
for Project Steering Committee, act as the Secretary of the Project
Steering Committee and responsible for execution of their recommendations; - Ensuring that appropriate accounting
records are kept, and financial procedures for NIM are followed, and
facilitate and cooperate with audit and evaluation processes at all times
as required including elaboration of management responses and providing
required documentation to MAAIF, UNDP and FAO; - Facilitating and Supervising the work of a
finance and administrative officer, monitoring and evaluation officer,
district-level technicians as well as the national and international
consultants; - Managing the mobilization/procurement of
project inputs under the responsibility of GoU and Implementing Partner
Agencies; - Facilitating collaborative and
consultative processes to ensure participation by government stakeholders - Maintain close interaction with the IAP
Regional Hub team (ICRAF and executing agencies) to facilitate synergies
and use of tools/training material and knowledge exchange developed
through the Hub, as appropriate; - Facilitating effective communication and
decision-making between the Project Steering Committee, MAAIF,UN DP, FAO
and all stakeholders to ensure ongoing stakeholder cohesion and effective
process management; - Coordinating and manage the project’s
inception Workshop, the completion of evaluation reports (midterm,
terminal etc.) to MAAIF UNDP, FAO and GEF, including elaboration of
management responses; - Perform any other duties that may be
assigned from time to time by the Project Coordinator on behalf of the
Project Steering Committee.
Partnerships:
- Overseeing dissemination of project findings
to relevant Government departments and internationally. - Overseeing implementation of the M&E
plan. - Building working relationships with
national and international partners in the sector. - Ensuring coordination of project
activities with related work of partners. - Establishing and maintain relationship and
act as the key focal point with UNDP and FAO to ensure all the
programming, financial and administrative matters related to the project
are transparently, expediently and effectively managed, in line with
established UNDP and FAO rules and regulations. - Liaising with main stakeholders to ensure
their roles are integrated into the project as envisaged and monitor work
of agencies managing specific output/component. - Ensuring disbursement and accountability
for funds to and by partners as per requirements of GoU, UNDP and FAO
guidelines.
Qualifications, Skills and
Experience:
Experience:
- The applicant must hold an Honors
Bachelor’s degree in Social Sciences, Social Work and Social
Administration, Business Administration (Management option) Development
Studies, Environmental and Natural Resources Management, Agriculture and
Agricultural and rural innovation, Agricultural Land use and Management
from a recognized University or Training Institution; - MUST have a Master’s Degree in Project
Planning or Monitoring and Evaluation Management from a recognized
University or Training Institution; - At least seven years of experience in the
field in environmental and natural resource governance from a reputable
organization, five of which should have been with local communities in
Uganda and different - Project management skills
- Working knowledge of the Ugandan
Agriculture sector with extensive contacts in the public, private sectors,
civil society organizations, ministries and agencies. - Ability to coordinate activities involving
a large contingent of multidisciplinary professional consultants drawn
around the country and/or internationally - Results-oriented management profile with
strong reporting and financial management skills. - Understanding of food security and climate
change issues - Previous experience and familiarity with
government-donor funded projects and procedures - Language requirements
- Excellent written and fluent spoken
English - Ability to communicate in Karamojong
language is an asset
