Job Summary: The Policy
Analysis Specialist is responsible for the accomplishment of the following
overall end-results through ensuring efficient and coordinated management
mechanisms are in place, providing management and monitoring support to the
office of the Representative, and contributing to programme development.
Key Duties and Responsibilities:
Efficient and coordinated
management mechanisms
Country Management Team
  • Actively
    facilitate the coordination of the Country Management Team and prepare an
    action monitoring report to follow up on the agreed action points.
  • Collect
    management indicators and all related documents and disseminate monthly.
  • Develop
    the agendas and prepare minutes and reports
Annual Management Plan:
  • Follow-up
    and keep the Representative abreast of the status of management priorities
    identified in the annual management plan.
  • Prepare
    and disseminate the CMT approved list of statutory and no-statutory
    committees in the office and disseminate.
  • Management
    and monitoring support provided to the Office of the Representative
Briefing Materials:
  • Ensure
    timely preparations of substantive materials, including background papers,
    speeches and speaking notes for meeting with government partners, senior
    UN Agencies and NGO personnel, as well as internal and inter-agency
    meetings.
  • Participate
    in such travel and meetings as required, reporting on outcomes and
    following up on actions decided, within given deadlines.
Coordination and Communication:
  • Keep
    abreast with the main issues facing the office of the Representative
    (including red flags with regards to management indicators) and inform the
    Representative accordingly.
  • Oversee
    and ensure the smooth flow of relevant information from the office of the
    Representative to the CMT, Regional Office and HQ through daily
    consultations with the Representative.
  • Disseminate
    relevant information to ECO staff, UN Agencies and other partners both in
    the field and HQ level.
  • Organize
    and draft responses and provide editorial and substantive input as
    necessary in correspondence submitted for the signature of the
    Representative.
Programme Development
  • Provide
    inputs to UCO development and humanitarian related agenda documents as
    well as related internal and external follow up processes (EMTs, UNCT,
    CRRF, SDG etc.).
  • Under
    the leadership of the Deputy Representative and in collaboration of the
    Chiefs Comms/Social Policy facilitate the coordination with the
    Representatives office on the following; the Children Endowment Fund,
    Social Protection Initiatives and governance of the Innovation
    initiatives.






Qualifications, Skills and Experience:
  • The
    ideal candidate for the United Nations UNICEF Policy Analysis Specialist
    job placement should hold an advanced university degree in Social Sciences
    or other related field.
  • At
    least five years of progressively responsible professional work experience
    in programme planning, administration, monitoring and evaluation.
  • Developing
    country work experience and/or familiarity with emergency is considered an
    asset.
  • Fluency
    in English is required. Knowledge of another official UN language (Arabic,
    Chinese, French, Russian or Spanish) or a local language is an asset.
