Civil Aviation Authority (CAA)
is a corporate body responsible for the regulation of Civil Aviation in Uganda.
It manages Entebbe International Airport and 13 other aerodromes upcountry. CAA
carries out its work in conformity with International Civil Aviation
Organization (ICAO) Standards and Recommended Practices (SARPS).
Job Summary: The Deputy
Managing Director will deputize the Managing Director to manage and direct the
operations of the Authority as provided for in the CAA Act. The Deputy Managing
Director also undertakes assignments on behalf of the Managing Director and
other duties as may be assigned by the Board and/ or Managing Director.
Key Duties and Responsibilities:
Deputizes for the Managing
Director during his absence.
  • Ensures
    successful and faultless business performance in the absence of the
    Managing Director
  • Motivates
    all the Directors and Senior Managers and the rest of staff in the absence
    of the Managing Director.
  • Fully
    takes over all functions of the Managing Director in his absence or
    whenever he is engaged elsewhere.
Undertakes day-to-day
functions in support of and as directed by the Managing Director
  • Implements
    directives of the Managing Director as given, and ensures that the
    Managing Director is fully satisfied with the level of performance
    achieved.
  • Fully
    assists the Managing Director on a day- by-day basis in a collegial way
Shares in management’s
collective accountability for developing and gaining agreements to plans and
policies and in ensuring that they are implemented.
  • Assists
    the Managing Director and ensures the preparation of strategic and
    operating plans.
  • Assists
    the Managing Director in presenting and gaining agreements to business
    plans of management, the Board, the Ministry and any other stake holders.
  • Assists
    the Managing Director and ensures that CAA directorates write and
    implement appropriate policies and procedures that govern Authority’s
    daily work and relationships with third parties.
Facilitates the successful running
of all CAA Directorates
  • Ensures
    productive intervention in the day-to-day running of the various
    Directorates and any other positive contribution on behalf of the
  • Managing
    Director and/or the Board.
  • Deals
    with conflict resolution and conflict avoidance amongst the Directorates.
Ensures that Aviation customer
needs are identified, addressed and adequately reflected in the Authority’s
Corporate and Action Plans.
  • Liaises
    with the suppliers of services at the Airports and Aerodromes in order to
    ensure they provide efficient services and goods to Aviation customers.
  • Solicits
    support from the Government, the private sector or any other Public institutions
    in order to give any Aviation customer or supplier support in any way,
    i.e. in case of emergency.
  • Liaises
    with the Government in order to introduce motivating taxes and levies,
    such as custom duties, in order to encourage Aviation service customers to
    transport their goods by air.
Leads CAA in commercializing
Uganda Airports in order to increase revenue
  • Encourages
    the increase of users of the Airport by encouraging investors that carry
    out business in Airport facilities
  • Provides
    leadership to Marketing and Commercial sections.
  • Establishes
    measurement methods for determining the level of business growth at the
    Airports.
Carries out monitoring and
Evaluation of work plans and projects of all directorates in order to ensure
development of periodic work plans and implementation:
  • Ensures
    development of work plans by all directorates.
  • Monitors
    achievement of work plans
  • Evaluates
    and reports achievements of work plans and projects every six months.
Monitors, coordinates and
spearheads the timely, efficient and effective implementation of Board
decisions through effective leadership, facilitation, influencing and directing
of the Directors:
  • Ensures
    that work plans for the implementation of Board decisions are made by the
    directorates.
  • Liaises
    with every Directorate in order to follow up their activities with a view
    to ensuring the timely and quality delivery of Board decisions.
Chairs:
Staff Vehicle Loan Scheme
Committee
  • Ensures
    that the loan allocation is equitable and meets financial limits.
Training Committee
  • Ensures
    that staff training facility is utilized efficiently and effectively.
  • Ensures
    that staff training facility is utilized to train and develop equitably
    across the Authority.
Disciplinary Committee
  • Ensures
    that the disciplinary policies, procedures and processes are adhered -^to
    and strictly followed across the Authority.
Information Technology
Committee
  • Leads
    the Authority to embrace new technologies.
  • Ensure
    that IT becomes a regular tool of work in CAA.
Countersigns the Authority’s
Financial Statement:
In the
absence of the Managing Director, he/she takes full responsibility for the
statements.
Produces/compiles monthly and
quarterly performance reports.
  • Ensures
    accurate compilation of the reports for consolidation.
  • Ensures
    timely compilation of the final reports.
Carries out any other duties
assigned by the Managing Director and the Board.
Carries out any delegated
duties:
  • That
    relate to Management of Airports and Aerodromes.
  • That
    relate to the Aviation Industry.
  • As
    continuously recommended by ICAO and other related Regulatory bodies.
  • That
    relate to international relations and agreements within the Aviation
    Industry
  • That
    ensure effective deputization for the Managing Director.



Qualifications, Skills and Experience:
  • The
    applicants for the Civil Aviation Authority (CAA) Deputy Managing Director
    job opportunity should hold a Bachelor’s Degree plus a Master’s degree in
    any of the following: Aviation, Engineering, Aeronautical/Aerospace,
    Communications, Business, Economics or Management, Law, Administration and
    other relevant qualifications from a recognized University.
  • A
    minimum of twelve years of management experience in aviation,
    administration, industry, engineering, accounting, law or management, Six
    (6) of which should be at a strategic Management level;
  • Membership
    to a respective professional body is an added advantage;
  • Prior
    service in a successful business enterprise would be an added advantage;
  • Previous
    experience in carrying out negotiations at high Government and Business
    levels backed with strong methods and networking skills.
  • Experience
    in conducting meetings.
  • Experience
    and skills in reporting
  • Ability
    to lead and manage change;
  • Proven
    managerial competence coupled with high strategic orientation and
    leadership skills with clean record of service;
  • Familiarity
    with ICAO Regulations. Procedures and Practices would be advantageous:
  • Age: A mature person of at least 35 years.
    CAA mandatory retirement age is Sixty (60) years.
