AIDS Information Centre-Uganda
(AIC) works with other service providers to ensure access to high quality HIV
Counseling and Testing (HCT) services and information. AIC offers HCT services,
SMC, HIV Care & Support, Sexual Reproductive Health services, BCC, Capacity
Building and Development through 9 main branches, selected hospitals, health
centers and antenatal clinics.

AIDS Information Centre (AIC)
is a national Non-Governmental Organization committed to improving the quality
of life of orphans and other vulnerable children. AIC is one of the Sub
Recipient CSO implementing the USAID/Uganda BETTER OUTCOMEs Project for
Children and Youth in Eastern and Northern Uganda. The consortium partners for
the Better Outcomes Project include: World Education Inc. /Bantwana (WEI/B) as
the prime partner; Uganda Women’s Effort to Save Orphans (UWESO), Mercy Corps,
Youth Alive and Friends of Christ Revival (FOC-REV); each responsible for
specific technical aspects of the project. The project targets 6 districts of
Northern Uganda, these include: Arua, Kitgum, Gulu, Apac, Lira and Oyam.

Key Duties and Responsibilities:
Programme Development and
Implementation:
Implementation:
- Provide
oversight and coordination support for the Parenting activities in the
district. - Participate
in the development of project annual, quarterly, monthly and weekly work
plans and scheduling of Parenting and ECD capacity building activities at
community - Support
the development of Parenting and ECD budgets and maintain high standards
of stewardship and accountability for all activity resources - Provide
mentorship, support supervision and coaching of Community Structures to
enable them spearhead delivery of positive parenting services to
beneficiary households. - Facilitate
and strengthen linkages and coordination between Parenting and the ECD
sector with the other components of the project (Economic strengthening,
systems strengthening, case management). - Participate
and work with project staff and Community structures to ensure harmonized
planning and implementation of activities in respective thematic areas to
achieve project goals.
Training and development
- Support
identification of training needs of community structures in Parenting. - Coordinate
planning and implementation of community dialogue meetings and Parenting
outreaches at community level to strengthen parenting practices. - Identify
and develop a database of model parents and design actions to strengthen
their communication and advocacy skills in order that they are able to
reach out widely in community meetings, out reaches and events to
strengthen effective parenting.
Representation, Networking and
Advocacy
Advocacy
- Represent
World Education/Bantwana in technical meetings, events and other
collaborative activities relevant to parenting and ECD. - Strengthen
collaboration with various child protection service providers both formal
and non-formal to ensure comprehensive service delivery to beneficiary
vulnerable households. - Represent
and promote program interventions in district, Sub County and other local
partner agencies.
Project Monitoring and Documentation
- Periodically
follow up with project teams on implementation of planned and approved
activities. - Conduct
site visits and spot checks to Field Assistants (FAs) and Community
Structures to monitor implementation at Community Level. - Take
lead in technical development and compilation of district specific project
reports for submission to the District Coordinator - Manage
the documentation including electronic and non-electronic filing and
storage of data on parenting, parenting tools, presentations, meeting
minutes etc. - Develop
monthly, quarterly, and annual activity and progress reports detailing
trend in parenting activities and reported outcomes - Guide
the compilation and development of project interest stories and case studies
and share with peers, stakeholders locally, nationally and with donors to
track stories of change related to positive parenting and ECD practices.
Qualifications, Skills and Experience:
- The
ideal candidate for the USAID Parenting and ECD Officer job placement
should preferably hold a Bachelor’s Degree in Social work, Development
Studies, Education or Community Psychology - Two
years’ experience working with Child protection focused projects, OVC
programming, case management and knowledge of HIV/AIDS service delivery
among positive caregivers and children - Working
knowledge of and experience with USAID funded programs/projects policies
and procedures will be an added advantage. - Experience
of working with a parenting and ECD Programme will be a great asset. - Willingness
to work as a team member, taking on additional tasks as needed to ensure
the overall success of the project - High
level of attention to detail, ability to multi-task and work well under
pressure in a culturally sensitive environment. - Strong
analytical and inter-personal skills with excellent advocacy skills. - Strong
organizational and interpersonal skills; - Fluent
in oral and written English and excellent writing skills - Ability
to work in a challenging environment, under high pressure and ability to
cope with tight deadlines; - Ability
to work both independently and collaboratively as part of an
interdisciplinary team.
