Job Summary: The
Monitoring and Evaluation Specialist will have the lead technical role in
developing, implementing, and maintaining effective and appropriate Monitoring
and Evaluation systems for all program activities run by FCA.
Key Duties and Responsibilities:
Analysis and Reporting:
  • Review
    the monthly, quarterly and annual reports as per program requirements for
    all programs run by FCA.
  • Determining
    data analysis procedures and use of quantitative and qualitative analysis
    tools.
  • Cleaning,
    sorting, categorizing and organizing of all programs data.
  • Summarizing
    all findings.
  • Preparing
    reports, evaluation findings and project results to donors and other
    stakeholders.
  • Ensure
    an effective roll-out of M&E and reporting systems to all staff and
    partners through training, site visits, manuals, and other technical
    support as needed.
  • Carry
    out quality assurance to all new proposals and ensure Monitoring and
    Evaluation integration in all new project proposals.
  • Work
    with the Program and Humanitarian coordinators and programs team to ensure
    that the project’s M&E system is well linked and/or integrated with
    overall M&E systems for the FCA Uganda Country Program.
  • Create
    a system for ensuring that information obtained is also shared with
    communities, teachers, parents and other relevant stakeholders through a
    regular feedback mechanism to ensure continuous performance improvement.
Planning
  • Develop
    a Monitoring and Evaluation Plan for all FCA projects.
  • Work
    with all partners and project teams to popularize the reporting processes
    to ensure that all information and data is collected, documented, and
    collated in an accurate and timely manner.
  • Ensure
    that all projects comply with the FCA M&E requirements.
  • Developing
    performance and impact indicators and targets for all projects.
  • Provide
    support to proposal development for M & E components.
  • Participating
    in and providing support to project design activities including
    development of project theories of change and strategic frameworks.
  • Based
    on the project proposal, implementation plan, and donor reporting
    requirements, develop a system for capturing and documenting data and
    relevant information on all project activities, beneficiaries, outputs,
    outcomes, and impacts, which is feasible, practical, and “user friendly”,
    and will obtain valid and reliable information.
  • Manage
    the FCA web-based database and ensure regular update to the system.
Reporting:
  • Be
    responsible for generating the draft quarterly and annual program reports
    and share with the program Coordinator for further review and final
    submission to line departments.
  • Ensure
    data capture and reporting systems are well understood and properly
    implemented by staff and partners.
  • Ensure
    that all tools are practical, user friendly and accommodate different
    levels of expertise, from community groups, partners and program staff.
  • Provide
    ongoing support to project teams, partners, and rights holders to maintain
    M&E systems; identify skill gaps that can be addressed in subsequent
    refresher trainings.
  • Help
    coordinate overall project review and evaluation activities for all
    programs as required. This includes coordinating mid-term and final
    evaluations, and supporting donor and external reviews as might be
    required.
  • Lead
    in the preparation of monthly reports for Finn Church Aid Uganda and other
    partners involved in the program (including the donor) ensuring utmost
    quality.
Other M&E roles
  • Ensure
    regular reviews of the M&E system, making improvements as needed and
    recommended, in consultation with managers, staff, and partners.
  • Identify
    the need for additional technical support to ensure effective Program
    delivery and coordinate the allocation of that support.
Knowledge Management and
Learning:
  • Work
    closely with the Program and Humanitarian coordinator and programs team to
    ensure that the projects M&E system is well linked and/or integrated
    with overall M&E systems for the FCA Uganda Country Program.
  • Create
    a system for ensuring that information obtained is also shared with
    communities, teachers, parents and other relevant stakeholders through a
    regular feedback mechanism to ensure continuous performance improvement.
  • Keep
    record of information obtained during research (database of information,
    hard files, etc.)
  • Ensure
    routine data collection, analysis, reporting and learning in the entire
    organisation.



Qualifications, Skills and Experience: 
  • The
    applicant for the Finn Church Aid (FCA) Monitoring and Evaluation
    Specialist job opportunity should hold a post graduate degree in
    Monitoring and Evaluation or any other advanced training in M&E and
    quantitative methodologies, including database management.
  • Bachelors’
    degree in statistics, quantitative economics or related degree from a recognizable
    university.
  • At
    least five years of experience in monitoring and evaluation related to one
    or more of these fields: education, statistics.
  • High
    analytical skills, and an understanding of a range of methods for
    monitoring, evaluation and assessment. 
  • Demonstrated ability to design,
    commission, and manage assessment methodologies and evaluation.
  • Computer
    literate and use of data analysis tools and methods
  • Sound
    strategic thinking and planning skills, including ability to think
    creatively and innovate and to set priorities, manageable work plans and
    evaluate progress.
  • Strong
    communications skills (both written and verbal). The ability to analyze
    complex data and summaries it for a range of different audiences.
  • Previous
    experience of working within budget constraints.
  • Knowledge
    in SPSS and web-based data management.
