Job Summary: The Community
Engagement/ Communication Officer will support raising awareness of the
program’s objectives and work, generate public support and interest for its
advocacy agenda and increase visibility of project work.

Key Duties and Responsibilities:
- Popularize the teaching of early grade
reading in local language and English among various publics including
opinion leaders, government officials, parents and communities, the media. - Advise program staff on communication
issues including approaches, consistency of language and content of
publications, presentations and press releases. - Manage the content and various sections of
the SHRP project website and publicity materials. - Undertake the generation of messages for
public consumption through program success stories, talking points for
national and international events, press releases, reports, fact sheets,
newsletters, Power Point presentations, and others. - Provide the overall communications
support for the project and translate the project goals and vision into
useful and powerful messages that will speak to children, parents,
teachers, educational and other leaders and Ugandans in general about
improving early grade reading in local language and English. - Provide oversight for the development
and implementation of special campaigns related to the program goals. - Develop SHRP communications work plans
and budget. This will include the development of a calendar of events that
targets strategic groups, organizations and the media. - Represent RTI-SHRP at district, national
and international meetings and forums, to advocate for the use of early
grade reading and health data, present results and facilitate exchange
between partners. - Edit reports, proposals and other
articles targeting various public forums for clarity, accuracy of message
and readability, ease of comprehension and consistency with the
organisation’s communication policy. - Coordinate the production of periodic
success stories, newsletters, reports and posting of weblogs. - Guide the program on relevant current
news that affect or are of interest to the program.
Qualifications, Skills and Experience:
- The ideal candidate for the USAID
Project Community Engagement/ Communication Officer career opportunity
must hold a Master’s degree in Communication, Public Relations,
Journalism, or related field - Three years’ work experience in the
development sector or Bachelor’s degree in Communication, Journalism,
Social Work or related field - Six years of relevant experience in
communication in the development sector. - Familiarity with communication
approaches for planning, executing, and monitoring communication
strategies; - Previous experience in conducting
communication campaigns and capacity building efforts in Uganda; - Competency in information systems
skills, particularly in publications software; - Experience working on a USAID-funded or
other donor project pertaining to technical and organization capacity
development. - Excellent writing and speaking skills in
English at a minimum. A high level of proficiency in a Ugandan language is
an added advantage. - Computer skills, with expertise in
PowerPoint, Word, Excel and Outlook - Ability to work with social media to
provide good photography and videography. - Excellent time management and ability to
prioritize multiple tasks. - Exposure to the donor’s report
requirements. - Ability to regularly and flexibly travel
between districts and designated project Units.
