Job Summary: The Shelter
Coordinator is responsible for overall management of Shelter implementation in
the field office. He/she ensures the monitoring of qualitative, finance and
operational aspects of project activities. He/She guarantees the smooth
functioning of Shelter activities.

Key Duties and Responsibilities:
Project development and

- Responsible
for initiating concept papers and proposal development on the thematic
areas of shelter. - Coordinate
with protection team on shelter needs - Responsible
for the development of project plans, budgets and funding proposals at the
field level under the supervision of the Area Manager and in coordination
with the Head of Programs Development. - Ensure
that a common strategy, approach and tools are developed for the shelter
components across West Nile. - Coordinate
planning, implementation, monitoring and evaluation of shelter- related
projects - Make
sure that projects adhere to protection standards and principles as well
as DRC guidelines and accountability standards. - Prepare
quality and timely monthly, quarterly and annual reports for submission to
Area Manager and Field Coordinator

- Manage
and oversee all shelter grants in Arua; develop and maintain
implementation and procurement plans for all projects. - In
collaboration with the Area Manager and Field Coordinator prepare quality
and timely monthly, quarterly and annual reports. - Ensuring
effective implementation of M&E systems throughout the lifetime of the
project. - Manage
the project budget; oversee all budget expenditures and ensure they are
allowable and allocable according to donor regulations; review monthly
Budget Follow Up (BFU) and implementation tracking tool and collaborate
with the Finance department to ensure accurate expenditures and reporting. - Actively
participate and prepare all documents in advance of the BFU and
implementation tracking meetings. - Quality
Monitoring, Evaluation In collaboration with the M&E team, supervise
the Shelter teams and Project Staff to conduct and facilitate regular
monitoring and evaluation activities, and liaise with partners to identify
gaps and challenges as well as to ensure quality impact of the Shelter
approach; - Work
in close collaboration with the M&E team, develop and roll out plans
and tools to ensure data are collected to better report on activities and
to improve quality services for beneficiaries including: needs assessment,
baseline and impact surveys;

- Coordinate
with other humanitarian partners and local authorities in the target
areas, as relevant for the effective and efficient implementation of the
Shelter program; - Participate
in Shelter meetings and working groups at filed level and occasionally at
national level if required. , - Contribute
to coordination mechanisms, including reporting and updating interagency
tools; - Represent
the organization locally amongst donors, NGOs, International Organizations
and local authorities and report representation action to /Area Manager - Ensure
that the strategy of the Shelter programs complies with technical
frameworks of DRC-Uganda.
Staff Performance Management,

- To
support the identification and finalization of human resource needs for
the smooth implementation of the Shelter program, in collaboration with
the Coordination; - To
carry out recruitment when needed, in respect to the local regulations, in
collaboration with the Shelter Line Managers, and in coordination with the
Human Resources department, including writing of job descriptions and
candidate selection processes; - To
support and identify professional development needs of the team, raise to
Coordination team and develop capacity building priorities and response.

administrative monitoring for Shelter programs:

- To
ensure that logistical, administrative and financial procedures are
respected by Shelter teams and alerts the management team if gaps are
observed in order to take corrective action; - When
necessary, to give consent for local Shelter purchases and submits
purchase requests to the relevant department and forward for approval (in
accordance with internal rules and donor guidelines); - To
supervise the Shelter equipment and stock on the mission and ensures they
are properly utilized; - Any
other duties that may be assigned.
Qualifications, Skills and Experience:
- The
ideal candidate for the Danish Refugee Council (DRC) Shelter Coordinator job
placement must have five years of
experience in humanitarian organization implementing Shelter activities - previous
experience in Shelter project management in humanitarian context - Shelter
background training in the technical field like B.Civil Engineering, B.
Vocational Studies & Technological Studies with Education, Or B. Of
Construction Management - Experience
in emergency Shelter activities implementation - Excellent
report writing skills - Excellent
knowledge of finance and budget.
