Job Summary: The Shelter
Community Mobilization Officer is responsible for coordinating all
community-based relations to successfully implement CRS’s shelter activities
through the CRS’ emergency response programming in Bidi Bidi Refugee Settlement
Camp. S/he will work closely with the shelter and settlement project manager,
technical officer and target communities to ensure the design and
implementation of shelter programming meets the highest technical and
accountability standards. S/he will conduct the shelter needs assessment, in
collaboration with the Yumbe-based Monitoring, Evaluation, Accountability and
Learning (MEAL) Officer, in the targeted areas, based on the technical inputs
from the technical officers and the shelter and settlement project manager.
S/he will participate in the orientations and trainings provided to hired labor
or volunteers and respected third parties in the host community.

Key Duties and Responsibilities:
Program Implementation:
- Under
the supervision of shelter and settlement project manager, facilitate
project communication with community leaders in the targeted zones. - Under
supervision of the shelter and settlement project manager, lead the beneficiary
registration process in coordination with shelter volunteers in each
village. - Contribute
to shelter intervention design to input solutions that consider the social
dimensions, e.g. considering family units for partitioned spaces for
privacy. - Work
through the Office of the Prime Minister (OPM) and community leaders in
the refugee camp and the host community to gain understanding of land
disputes between host community and refugee population. - Ensure
equal participation of men and women in community consultations through
gender-segregated focus groups. - Support
the formation of shelter volunteers, including women volunteer. - Work
with the community to develop culturally appropriate ways women to be
involved. - Support
the shelter and settlement project manager to develop an MOU to promote
transparency with project beneficiaries. - Engage
host and refugee community leaders in decision-making and update them
throughout the life of project. - Ensure
that the CRS shelter program “Do no Harm” through a deep understanding of
local dynamics, including ethnic, religious, geographic and host-refugee
relations - Apply
project selection criteria to community members to identity and register
qualifying households in coordination with community councils, OPM and
UNHCR. - Ensure
beneficiary consultations and their views are taken throughout the life of
project. - Ensure
regular communication with beneficiaries. - Provide
project photos under the guidance of the CRS Communications Officer. - Provide
awareness raising sessions for households on Sphere standards for adequate
shelter. Additionally, organize individualized meetings with groups of
households to review upgrade plans and quality standards. - Communicate
in a timely manner to the shelter and settlement project manager and the
technical team any modifications to the work plan that are necessary based
on community engagement and implementation needs to support program
quality.

Monitoring and Reporting
- Ensure
working and monitoring documents throughout project implementation are
filled out and signed by beneficiaries, contractors and landlords, as
necessary. - Monitor
projects through on-site visits to assess and validate the implementation
of the approved project plan, verify the use of vouchers, identify
possible problem areas and identify and implement solutions. - Report
and flag issues or potential issues to shelter and settlement project
manager that may affect program quality and accountability. - Ensure
close two-way communication with MEAL systems and that issues raised are
addressed at the correct level. - Set
regular meeting with the accountability team to ensure the exchange of
project feedback between all project participants.
Qualifications, Skills and Experience:
- The
ideal candidate for the Catholic Relief Services (CRS) Shelter Community
Mobilization Officer job placement should preferably hold a Bachelor’s
degree in community development, social work or related social science
field, or equivalent professional experience. - At
least three years’ relevant work experience. - Demonstrates
ability to build/work in a team and to manage and motivate personnel
drawing on individual skills to advance agendas and problem solving. - Proven
ability to diplomatically make suggestions and advocate to technical
managers on improvements to social programming activities in relation to
engineering works. - Familiarity
with affected population’s culture, ability to develop the respect from a
wide range of people and to communicate effectively on appropriate shelter
solutions. - Experience
working with refugees in West Nile required, Yumbe district preferred. - Excellent
communication and negotiation skills. - Strong
knowledge and experience of working with local/community partners. - Good
knowledge of using MS office application (word, excel and outlook). - Ability
to work in partnership with local communities and NGOs as appropriate. - Demonstrated
experience with assessments and analytical and planning skills. - Self-reliance
and an ability to work in a challenging and demanding environment.
