Job Summary: The
Disaster Law Program Manager will be responsible for leading the Disaster Law
Program (DLP) work at URCS to promote more effective regulation of
international disaster response and the Revision of the Red Cross Act. This
will include consultations and coordination on the potential strengthening of
the global legal framework, and the development of new tools, research projects
and informational products.

will include consultations and coordination on the potential strengthening of
the global legal framework, and the development of new tools, research projects
and informational products.
Key Duties and Responsibilities:
- Coordinate
and consult with governmental representatives and other stakeholders on
the potential for strengthening the global legal framework for international
disaster response cooperation; - Coordinate
and consult with diplomatic, humanitarian and other stakeholders with
regard to the regulation of international disaster response (IDRL); - Support
the National Society in understanding and developing legal advocacy
strategies and the implementation thereof in the field of Disaster Law; - In
close collaboration with the Office of the Prime Minister, IFRC and other
relevant stakeholders, lead and support the revision of the Red Cross Act
and the development of the disaster law. - Undertake
capacity building of URCS and its stakeholders on legal issues in disaster
response through the facilitation of trainings and workshops on disaster
law and legislative advocacy; - Provide
technical assistance to relevant stakeholders on strengthening disaster
law - Support
the development and implementation of Uganda advocacy and dissemination
strategies on disaster law; - Represent
URCS in relevant meetings and conferences; - Identify
and build partnerships with experts on disaster law within Uganda and
aboard; - Disseminate
and support the use of the IDRL guidelines and other relevant disaster law
products. - Provide
URCS in-house legal services.
Qualifications, Skills and Experience:
- The
ideal candidate for the Uganda Red Cross Society (URCS) Disaster Law
Program Manager job opportunity should preferably hold a Bachelor’s degree
in law (preferably Ugandan law); - Post
Graduate qualifications in international humanitarian, law and legislative
draftmanship will be of added advantage; - Advanced
qualification or equivalent experience in a relevant area (Humanitarian
Policy, Disaster Management) - At
least three years’ experience in legal/academic writing and drafting; - Previous
experience in providing technical assistance in the development of
legislation, including in developing countries; - Experience
with networking and communicating with different stakeholders such as
Government, Red Cross / Red Crescent, UN, NGOs and other organizations. - Core
Competencies and knowledge - Sound
knowledge and understanding of international and national law and
policy-making processes; - Good
understanding of disaster preparedness and management concepts; - Good
understanding of the global humanitarian legal system; - Excellent
communications skills, both verbal and written - High
level of integrity. - Full
computer literacy with proficiency in the application of all MS Office
functions, especially Excel ; - Excellent
English communication skills including proven proficiency in drafting
official letters and other documents; - A
proactive approach to work, the ability to handle multiple tasks and to maintain
a high quality standard when working under time pressure; - A
mature personality of high integrity with great team working skills, a
courteous attitude and a clear sense of confidentiality;
