Job Summary: The Protection
& MHPSS Program Manager oversees the protection and MHPSS project in Omugo
and Imvepi settlements, Arua West Nile Region. In this capacity, the Protection
and MHPSS manager is responsible for the technically sound conception and
implementation of the sectoral approach with the support of HQ Technical
Referents. He/she plays the role of a field technical expert ensuring the
adaptation of HI technical sectoral approaches to Uganda context, of the
capacity building of team, the supervision of the intervention and its quality
control of the day-to-day activities implemented.

Key Duties and Responsibilities:
Project Cycle Management
- Actively contribute
to the high-quality programmatic and technical programme and proposal
design, narratives and budgets, providing the technical expertise of the
sectors of reference, in close collaboration with the Project and MEAL managers and support services as well
as with HQ Technical Referents; - Develop methodologies
of intervention in the sector of reference that match the context and
Handicap International´s mandate and strategy; - Develop,
under the coordination of
the Field Coordinator the project management tools (Beneficiary Pack,
operational budget and procurement plan and follow-up, etc.) and
activities planning from an integrated and holistic perspective, in close
collaboration with the MEAL Manager; - Actively contribute to the development of the
monitoring, evaluation, accountability and learning framework of the
intervention in collaboration with the MEAL Manager; - Ensure the
timely and good quality launching of the response to the refugee crisis in
West Nile within the
sectors of reference; - Contribute to
the conception and implementation of the sectoral activities through
integrated lens; - Ensure the
administrative, budgetary and logistics management of the project,
following the procedures defined by Handicap International; - Ensure the
good collaboration with the MEAL manager towards a sound technical
monitoring of the project; - Actively contribute
to the monitoring of the relevancy of the interventions regarding Handicap
International’s mandate, approaches and the context of intervention; - Propose
relevant adaptations to ongoing activities; - To ensure
the timely implementation of the activities of the project and the overall
achievements versus objectives; - To
participate in budget follow-up meetings to stay abreast of project implementation, early identification
of potential challenges and propose appropriate measures, as necessary; - To ensure
that the data, information, analysis and lessons learnt issued from the
activities overseen systematically feed into the project cycle management
and propositions of new operations; - To conduct
monitoring and evaluation activities and visits.
Reporting:
- To provide
weekly reporting on the activities implemented to the line manager; - To develop
activity reports and programme follow-up documents as required; - To develop
the technical reports to donors and contribute to providing specific information when required; - To ensure
information sharing to and from external coordination for HI intervention
sectors and monitor regular reporting to clusters and working groups; - To provide
technical inputs and collaborate with surveys, assessments and monitoring reports conducted by the
MEAL department;

and Coordination:

- To represent
HI in key relevant coordination meetings and working groups according to
the needs of the project and upon the request of the line-manager; - To ensure that HI sectoral approach is diffused in
key local humanitarian forums; - To ensure
the coordination of the intervention with other humanitarian actors
intervening in the same sectors; - To support
capacity building of humanitarian actors and partners in technical approaches; - To
represent HI vis-a-vis external stakeholders; - To
contribute to partnership identification and development.

- To
contribute to the development and/or revision of the operational
organigram of the mission and development of job descriptions, as required; - To ensure
the appropriate inception and integration of the newly arrived staff; - To define,
with each member of the staff, his/her Individual Action Plan (IAP) and
deadline for reaching defined goals; - To support and advise the supervised team within
the implementation of their IAP; - To ensure
feedback towards the members of team about issues potentially raised by
them; - To ensure a
good communication, coordination and information towards each member of
the team; - To be
concerned and aware on the personal and professional evolution and
development of each member of the team; - To ensure
the capacity building of the operational staff; - To ensure
conflict resolution (personal and professional) within the team and inform the line-manager about any
conflict existent within the staff.
Qualifications, Skills and Experience:
- The
ideal candidate for the Handicap International Protection & MHPSS
Program Manager job opportunity must hold an academic
background within the field of Protection, MHPSS, or Social Work; - Three years of professional experience in a
senior managerial NGO position; - Significant management experience is essential
- Previous experience in project cycle
management, preferably within multisector approaches; - Previous experience in both Protection and MHPSS
- Good writing skills;
- Capacity building and coaching skills.
- Experience with HI is a strong asset;
- Good communication and networking skills
Personal Competencies:
- Proven managerial experience;
- Proven representation experience;
- Strong communication skills;
- English mandatory (oral and written);
- Strong writing and reporting skills;
- Knowledge of Microsoft applications.
- Ability to work under pressure;
- Good coordination skills;
- Strong interpersonal and intercultural skills
