About World Bank SDF Project:
The Government of Uganda
received credit from the World Bank towards implementation of the Uganda
Competitive Fund for employer-led short-term training (Uganda Skills
Development Fund -USDF). The Uganda competitive fund for employer-led
short-term training is part of the Skilling Uganda Project addressing
prevailing skills imbalances and shortages in Uganda. An important element of
the initiative is to facilitate collaboration between training providers and
industry to promote demand driven skills development with special attention to
innovative modes of training. The USD 18 Million matching grant facility – SDF
is managed by the Private Sector Foundation Uganda (PSFU). The Project
component has a total budget of 21.8 Million USD including operational costs.

Job Summary: The
Communications and public relations consultant should have experience in making
development work-oriented stories. The consultant will assist the project to
document its various projects activities, functions and success stories through
write ups, photography and videography. These will form part of SDF’s project
portfolio. The incumbent will primarily manage SDF communications and PR
efforts by technically supporting the institution in ensuring timely and
appropriate generation, collection, dissemination, storage, and ultimate
disposition of information. The C&PR consultant is also responsible for
developing and undertaking the marketing roles of the SDF as well as the
production of the Newsletters.

Key Duties and Responsibilities:
- Development
and implementation of the SDF Communication Strategy; - Assessing
information needs of key Stakeholders as well as public relations. - Monitoring
and evaluating progress of Communication Strategy in relation to the communication
objectives of the project. - Promotion
of positive culture and image of the project - Coordinate
preparation of information to update the SDF Website - Development
of Information, Education and Communication (IEC) materials and multimedia
productions for Social Media - Production
of the Annual Reports - Coordinate
and manage press conferences - Capture
photos and videos during events - Take
videos of stories of grant beneficiaries - Production
of the monthly electronic news letters - Develop
and implement the communication activities for SDF project
Qualifications, Skills and Experience:
- Applicants
should be Ugandans holding a honors’ degree in any of the following areas:
Mass Communication, Journalism, Development Communication, and Media
Studies - Six
or more years of professional experience in communication at a senior position
in public or private organization, international agencies or other
credible/ reputable institutions. Documented experience of work undertaken
in the past 3 years. - Experience
in communication and media relations, media campaigns and promotional
material development - Experience
in using a wide range of communication tools in print, broad casting,
electronic and traditional media as well as public relations - Experience
in advertising/brand industry - Experience
in working with grass roots communities, private sector based marketing
and promotions, non-governmental organizations, multilateral and bilateral
development agencies and government. - Excellent
communication skills (verbal and written) - High
level of honesty, integrity and versatility - Should
be able to work with minimum supervision and deliver under pressure
