Biodiversity Fund (UBF) is an independent institution. ‘a Trust Fund’
established as a mechanism to provide sustainable financing for the
conservation of priority biodiversity and ecosystem services in Uganda. The
mission of UBF is: “to serve as a catalyst for mobilizing managing and channeling
financial resources for biodiversity conservation and sustainable use of
natural resources in Uganda for the benefit of current and future generations
and the intrinsic value of nature”. UBF has received a Grant from The
European Commission represented by the Delegation of the European Union to the
Republic of Uganda. for implementing a project titles, Restoring and Conserving
degraded fragile ecosystems for improved Community Livelihoods among the
Refugee and Host Communities of West Nile Region and the mid-Albertine Rift.
Job Summary: The Projects Manager will provide leadership
and guidance in implementation and management of UBF Projects. The PM supports
the organisation in ensuring delivery of expected outputs and outcomes from
donor supported projects and continuously works towards improving impact.
Responsible for day-to-day running of projects. Overseeing and coordinating
project activities and supervising project staff. Works together with project
staff and implementing partner organizations. Consolidates work plans and
performance reports. Based at UBF in Kampala but with frequent travel to
project sites.
Key Duties and Responsibilities:
Organisational
Development
·
Give
support to organisational planning, budgeting, and reporting processes
·
Participate
in fundraising activities as required
·
Support
development of concept notes and proposals for raising funds
·
Participate
in processes for development of UBF’s Programs for financing biodiversity
conservation, including identifying priority areas for funding
·
Provide
technical support in evaluation of grantees’ and or contractors’ proposals.
Projects Management
·
Provide
technical support in identification and development of projects in line with
organisational priorities
·
Support
preparation of contracts / agreements.
·
Undertake
and coordinate project implementation plans and budgets.
·
Support
project staff to develop work plans and set performance targets
·
Supervise
/ oversee implementation of donor funded projects
·
Undertake
supervision of contracts / agreements and enforcement of compliance.
·
Provide
technical support and back-stopping to grantees and or contractors
·
Participate
in capacity building and institutional strengthening of grantees / contractors
where required
·
Ensure
effective branding and communication in line with approved standards
·
Ensure
timely reporting from project implementers, in line with relevant policies and
guidelines
·
Review
projects reports to ensure effective performance and quality standards
·
Provide
periodic technical reports for projects as required
·
Conduct
periodic project management meetings to ensure streamlined flow of activities.
Monitoring and
Evaluation
·
Oversee
development of M&E Frameworks, processes, and tools to ensure effectiveness
and efficiency in project execution
·
Participate
in the development of project indicators, targets and milestones
·
Monitor
technical performance of projects financed under UBF
·
Monitor
project budget performance to ensure expenditure is within agreed limits
·
Give
support in monitoring cash flows for projects
·
Develop,
maintain, and update project and contract tracking and management tools
·
Organise
and participate in reviews and evaluations of projects
Stakeholder Liaison
·
Work
with the Management to represent and promote UBF interests in day-to-day
dealings and ongoing liaison with key stakeholders
·
Give
leadership support to projects’ staff in liaising with stakeholders to ensure
harmonious programs implementation
·
Represent
UBF in meetings and regional and international conferences and events.
Qualifications, Skills and Experience:
·
The
ideal candidate must hold a Degree in natural resources management preferably
in Biodiversity Conservation, Forestry, Ecology, or related field with a
postgraduate qualification in Project Planning and Management. Or Degree in
Project Planning and Management with postgraduate qualification or hands-on
experience in Biodiversity Conservation or related field.
·
Three
years of experience in Conservation and / or project management.
·
Demonstrated
knowledge and experience of Biodiversity Conservation issues.
·
Competent
in project development and management.
·
Hands on
experience in writing concept notes and Grant proposals for funding.
·
Demonstrated
experience working with government agencies, civil society organizations,
development agencies, and the private sector.
·
Experience
with EU funded projects is desirable.
·
Be a
highly energetic, self-starting, entrepreneurial and creative individual who
can express/recognise ideas, opportunities, and communicate goals and
objectives clearly
·
Ability
to plan, manage and follow through assignments and communicate at all levels of
the organization in a timely and professional manner.
·
Ability
to undertake actions and achieve results in an independent manner and as a team
leader with minimal supervision and assume responsibility for the actions
taken.
·
Ability
to work in a multicultural diverse environment and under pressure
·
Demonstrated
ability to adhere to strict confidentiality involving internal/external
information
·
Emotional
maturity, ability to take constructive feedback and perform under pressure
·
Proven
project cycle management skills (project design, budget preparation,
expenditure tracking, M&E, proposal development, report writing)
·
Proven
skills in managing staff, excellent coordination skills, as well as leadership
and team building-skills
·
Good
verbal, written and interpersonal communication skills with high proficiency
for accuracy.
