About USAID UHSS Project:
The purpose of the Uganda Health Systems Strengthening (UHSS) project
is to strengthen the health system by improving leadership and accountability
for achieving results across public and private health systems at national,
regional, district, and local levels. The activity seeks to strengthen
central-level stewardship and district-level management of the health system;
support initiatives that increase domestic financing for health; identify and
implement interventions that improve efficient use of key health resources; and
strengthen state and non-state community systems for improved quality health
services.
Job Summary: The Health
Financing Advisor will lead the project’s technical support to the Government
of Uganda (GoU) and its partners in designing and implementing health financing
and financial management interventions that improve the sustainability of
quality service delivery across the country.
Key Duties and
Responsibilities:   
  • Effectively execute project management and
    supervise several staff members
  • Help MoH build capacity for developing and
    implementing plans to increase domestic resource mobilization (DRM) by
    supporting them through the process. DRM here includes both by generating
    new, additional sources of domestic revenue for health, and using existing
    (and new) resources more efficiently.
  • Work with the Senior Health Economist to
    support MoH to use political economy lens to craft research studies and
    other analytical assignments that will help build the case effectively to
    decision-makers and key stakeholders in the private sector, within and
    external to the health sector
  • Work with the Senior Health Economist to
    support MoH to strategically disseminate results to key decision makers
    through the Government of Uganda (GoU), including among Ministry of Finance,
    legislators, other line ministries to increase health spending as a
    percentage of the national budget
  • Work with the Senior Public Financial
    Management (PFM) Specialist to assess existing public financial management
    processes and the alignment of those processes with health systems
    strengthening interventions; design a PFM capacity building program for
    the Ugandan Ministry of Health (MoH); and help the MoH establish stronger
    platforms for dialogue with the Ministry of Finance for the government as
    a whole.
  • Work with the Health Workforce Advisor to
    ensure that economic incentives are considered as part of the efforts to
    improve health workforce productivity and retention
  • Support GOU to develop innovative models
    for health financing that fit local context; support local actors to
    design, implement and monitor from pilots in selected districts and
    facilities, and apply pilot learnings in scale up in other areas.
  • Work with the Private Health Sector
    Specialist to support MoH to identify opportunities for establishing and
    strengthening contractual relationships with private health care
    providers; and design and implement program to facilitate capacity
    building and negotiation.
  • Work collaboratively with other
    implementing partners and programs to leverage existing platforms and
    resources
  • Build capacity for technical expertise in
    PFM, health financing and transformational leadership in health system
    stewardship in the Uganda MOH.
  • Oversee efforts to support MoH in
    conducting and using results from Health Accounts and National AIDS
    Spending Assessment



Qualifications, Skills and
Experience:
  • The applicant should for the USAID Project
    Health Financing Advisor career placement should preferably hold an MBA
    (or a Master’s degree in a relevant major), or PhD in Health Economics,
    Health Policy and Management
  • At least 10 years of experience in
    conducting research and implementing projects in the area of health
    financing
  • Strong manager with proven experience
    successfully managing multiple partners and work streams.
  • Highly collaborative engagement style with
    demonstrated experience building and managing relationships/partnerships.
  • Excellent networking and work relations
    with the government and health partners.
  • Ugandan national preferred.
  • Excellent written and verbal communication
    skills.
  • Fluency in English required, with other
    regional languages preferred.
  • Familiarity with USAID a plus.
