Malaria Consortium Uganda has
received funding from DFID/UNICEF to implement the Strengthening Uganda’s
Response to Malaria (SURM) project which will focus on reducing the impact of
the leading causes of U5M morbidity and mortality in 16 districts in Northern
Uganda. The project will address lagging maternal and neonatal mortality
through a combination of iCCM and selected maternal and neonatal care
interventions. The project is implemented with UNICEF and spans a five-year
period (April 2018-March 2023) in 16 districts in the Northern region of
Uganda.

Job Summary: The
Communications Specialist will develop and oversee the implementation of all
communications related programs and activities for the Strengthening Uganda’s
Response to Malaria (SURM) project. This role involves implementation of
communications activities which include social mobilisation and social
behaviour change communication (SBCC), advocacy, documentation and
dissemination of learnings and external communications/ public relations. The
Communications Specialist will be expected to lead communication efforts needed
by the project, with a particular focus on SBCC activities, as well as developing
and overseeing the implementation of a comprehensive communications strategy
for the project. S/he will also ensure an appropriate level of relevant
visibility for the project among stakeholders through engagement with the
media, regional events and other relevant forums.

Key Duties and Responsibilities:
- Develop and implement a project communications
strategy for SURM - Oversee all SBCC, advocacy and external
communication efforts relevant to the project - Line manage the field Communications Officers
in Gulu & Lira - Provide technical management and oversight of
all project related communication activities - Lead the development of all the projects’
communication strategies, ensuring that they incorporate best practices, represent
effective strategies and innovative approaches based on evidence or priority
gaps in evidence - Support project managers in implementing their
communication strategies in a timely and efficient manner - Conduct technical support supervision of
organisational and project specific communication activities - Ensure that all communications activities are
implemented cost-effectively, considering value for money and
sustainability - Work
with the regional coordinators to capitalise on synergies related to
communication activities within and outside SURM, including effective
coordination between its communication strategies and materials and the
promotion of cross-project learning - Ensure
project communication experiences are appropriately documented and
disseminated - Support project managers to develop and implement
project specific documentation and dissemination plans internally across
SURM and externally - Support project managers to make sure that all communication
strategies and activities are effectively monitored and evaluated and
activities are adjusted or adapted according to findings to ensure maximum
impact - Act as a project resource point for technical
issues related to BCC and
communications for the project - Collaborate with stakeholders in public health
communication including UNICEF communications to develop, approve and
implement the projects’ communications - Provide technical support to the Ministry of
Health, other authorities
and partners in communications policy and strategy development, planning
for implementation, reviews/ evaluations - In coordination with project managers, remain
aware of branding and marketing demands of DFID/UNICEF and how this
affects materials
production and delivery of communications activities - Act as the key media liaison and public
relations person for SURM as appropriate - Oversee all external communications activities,
materials, reports and presentations to ensure they conform to SURM house style and quality standards in
terms of presentation, consistency, grammar and formatting - Participate as an active member of SURM
technical team in meetings, internal seminars and other technical and
administrative discussions
Qualifications, Skills and Experience:
- The
applicant for the Malaria Consortium Communications Specialist job
opportunity should hold a Master’s degree in Communications, Journalism,
Marketing or relevant discipline - Eight years of work experience in
communications, public relations, marketing or related field, ideally in
public health - Five
years’ experience developing and implementing SBCC strategies - Experience in best practice and/or research
dissemination - Experience in a range of communications
activities (writing strategies, briefing papers, press releases, concept
notes, use of social media
etc.) - Knowledge of the Ugandan health sector
- Experience in health sector advocacy work
- Foundational knowledge of public health
approaches - Exceptional oral and written communication
skills and ability to synthesize key concepts and convey messages to
diverse audiences - Strong analytic, strategic thinking and
planning skills - Strong interest in and desire to promote
improved health policy and
practice - Proven skills in writing, copy editing, proof
reading and research, with excellent attention to detail - Excellent computer skills (MS Word, Excel,
PowerPoint, Publisher or other design software) - Ability to take initiative and manage assignments from conceptualization to
completion - Excellent organization, planning, communication
and follow-up skills - Ability to prioritize and manage multiple
projects with conflicting time frames - Strong interpersonal skills and ability to interact effectively with all levels of
associates, including management - Skills in the use of different media outlets
(photography, film, TV, radio, newspapers etc.) communications purposes
