ABOUT SOCY Project:
The Sustainable Outcomes for
Children and Youth (SOCY) Project, is a five-year project funded by USAID and
implemented by Catholic Relief Services (CRS) in partnership with Action for
Community Development (ACODEV), TPO Uganda, technical resource partners
including Palladium, Institute for Reproductive Health Georgetown University,
Centre for Creative Leadership, Living Goods and array of local Civil Society
Organizations (CSOs). The project objective is to improve the health,
nutrition, education and psychosocial wellbeing of vulnerable populations, as
well as reduce abuse, exploitation and neglect in 19 districts in central and
western Uganda.
Job Summary: The Gender
Advisor will oversee gender mainstreaming into all aspects of the SOCY project.
This will include technical and managerial oversight of the gender strategy;
leadership of monitoring, learning, and evaluation activities related to
gender; building the capacity of project staff and other stakeholders in gender
integration; liaising with officials at local government and other
stakeholders; and work planning and management of gender activities. The Gender
Advisor must ensure all activities are conducted within CRS institutional
policies and ethical standards and donor requirements, and may be asked to
represent the project in relevant fora, including meetings with project
partners, donors, and other stakeholders. S/he may also be involved in meetings
and events to present findings to stakeholders and report on project
activities. S/he will coordinate regularly with partner staff to ensure that
data is effectively reported, presented and used to improve the project
activities.
Key Duties and Responsibilities: 
Technical Support and Program
Management
  • Provide
    technical and managerial oversight for any gender programmatic aspects,
    including gender-based violence mitigation strategies and implementation
    to support SOCY’s aim to be gender transformative.
  • Integrate
    gender and youth analysis findings into the annual work plan, program
    strategies, budgets, and monitoring, evaluation and learning systems,
    considering the cultural dynamics of the three SOCY regions.
  • Apply
    best practices in gender programming to revise gender strategy and
    recommend adjustments to project strategies and activities throughout the
    SOCY project cycle.
  • Ensure
    the SOCY AMELP disaggregates data by sex and includes gender-sensitive
    indicators, and support field coordinators in high quality data
    collection, analysis and utilization in accordance with project SOPs.
  • Facilitate
    a robust, cross-sectoral learning agenda that affords opportunity for
    regular reflection on, gender analysis, and documentation of progress,
    achievements, challenges, and lessons learned.
  • Identify
    relevant Gender and SRH training materials/tools used in the country and
    develop a roll out plan within the project districts
  • Build
    staff capacity in gender, possibly including gender sensitization training
    (or overseeing training) of project staff
  • Conduct
    field visits to monitor implementation as it relates to gender concerns
  • Liaise
    with SOCY technical leads, regional project coordinators, and other
    project staff across the three SOCY regions to ensure accurate, timely
    reporting on gender mainstreaming implementation processes and
    deliverables.
  • Serve
    as a technical representative of CRS in relevant fora and develop/maintain
    relationships with other stakeholders to promote the integration,
    ownership and sustainability of the SOCY intervention.
  • Other
    tasks in line with the essential functions mentioned above may be
    required.

Qualifications, Skills and Experience:
  • The
    ideal candidate for the Catholic Relief Services (CRS) USAID SOCY Project Gender
    Advisor job opportunity should hold a Post-graduate degree in gender,
    public health, anthropology, sociology, demography, or a related social
    sciences field
  • At
    least seven years of experience in gender programming; most preferably
    related to HIV/AIDS, OVC, economic empowerment, livelihoods, gender-based
    violence, and/or family life programming;
  • Extensive
    knowledge of gender norms and related social and behavioral change
    strategies (including gender transformative work);
  • Excellent
    communications skills and the capacity to represent CRS in external
    meetings, explaining the purpose of the SOCY project;
  • Experience
    or technical knowledge of USAID and/or PEFAR reporting and M&E
    reporting systems and requirements preferred;
  • Demonstrated
    ability to work in a collaborative, professional fashion, with an eye to
    understanding political and other factors operating within partner
    organizations;
  • Experience
    motivating others, fostering commitment, supervising and mentoring staff
    preferred;
  • Excellent
    organizational skills, verbal and written communication skills;
  • Strong
    analytical and problem-solving skills;
  • Good
    knowledge of computer applications and experience with Microsoft Office
    programs;
  • Workshop/facilitation
    skills a plus;
