The Infectious Diseases
Institute (IDI) is an international non-profit organization which is a
partnership of infectious diseases and public health specialists. The overall
objective of the IDI is to strengthen health systems with strong emphasis on
Infectious Diseases, through Research and Capacity Development. IDI has five
operational areas through which it works to achieve its mission: Prevention,
Care and Treatment; Training, Research and Laboratory services (provided
through a partnership with the Makerere University – John Hopkins University
Core Lab) and Outreach.

Job Summary: The Accounts
Officer will implement IDI sub-grant procedures and ensure that grantees follow
donor rules and regulations.

Key Duties and Responsibilities:
- Performs
site financial review and reports findings and recommendations to the
Finance Manager – Sub granting. - Follow
up on VAT claims for all USG funded sub grantees - Maintains
all sub grant files and ensures that they are correctly labeled and all
financial reports are filed correctly. - Supervises,
mentors and trains Accounts Assistants in the sub granting unit. - Works
with the Grants unit to ensure timely approval and replenishment of
sub-grantees funds after concluding accountability reviews. Ensures timely
completion of sub-grantee expense journals for posting. - Monitors
the status of. sub grant advances and reporting. Provides weekly updates
to the Finance Manager-Sub granting. - Periodically
reconciles sub grantee reports to transactions entered in NAV.
Investigates and resolves discrepancies with the guidance of the Finance
Manager – Sub granting. - With
help from the Finance Manager – Sub granting, identifies areas where sub
grantees - i
require capacity building and provides training to sub-grantees on
financial policies and procedures. - Ensures
closeout procedures are properly applied in a timely manner to sub
grantees in order to limit financial losses to all parties. - Ensures
compliance with GAAP, Ugandan & US standard accounting practice - Performs
any other sub grants and finance tasks as may reasonably be assigned by
the Finance Manager – Sub granting from time to time. - For
Sub-grantees to whom we give direct accounting support; Ensures that
payments are processed on time, identifies appropriate general ledger
codes for expensing accountabilities in NAV - Supports
the Field Office Finance and Administration Assistant in ensuring that the
accountabilities conform to required standards and project expense
journals are prepared timely for posting. - Any
other duties as may be assigned from time to time.
Qualifications, Skills and Experience:
- The
applicant must hold a Bachelor of Commerce (Accounting option) or Bachelor
of Business Administration (BBA) (Finance/ Accounting), from a reputable
Institution/University. - ACCA
or CPA qualification (or in the process of being certified, Level 2
minimum) - Two
years of progressively responsible experience in professional accounting
or auditing is required. - High
levels of professionalism - Planning
and Organizing - Teamwork.
- Demonstrated
experience in working with and managing Sub-grantees - Knowledge
and understanding of generally accepted accounting principles (GAAP) and
IFRS - Demonstrated
skills in developing and managing budgets and fiscal control principles - Demonstrated
skills in developing and monitoring systems and capacity building of
external stakeholders - Relevant
skills in automated accounting software systems and database spreadsheets
