Job Summary: The Program
Manager, Education will serve as a key member of a multidisciplinary team to
ensure the successful implementation of the Northern Uganda Education Program
(NUEP) and of other developmental initiatives of Geneva Global on behalf of its
clients in the North (and potentially moving into other regions in the future).
NUEP has operated since 2016 in the districts of Gulu, Amuru, Nwoya, and Omoro
to address the region’s serious out-of-school children problem. The Program
Manager, Education brings technical leadership to the management, development,
and implementation of Geneva Global, Inc.’s (GGI) education programs and
related initiatives in Uganda. This entails primarily the delivery of
client-supported programs and all other activities managed by GG-U and the
development of new initiatives on behalf of GGI. Currently, GGI and GG-U
implement a multi-year education, community empowerment, and systems
strengthening program in Uganda, called the Northern Uganda Education Program
(NUEP). The focus of the program is to reduce the incidence of out-of-school
children and facilitate their enrollment in primary school to complete at least
a basic cycle of education. Operated by Geneva Global-Uganda’s implementing
partners, the program comprises five key components, with the Speed School
model at the center. The other components are (i) Self-Help Groups, which
foster the economic and social empowerment of the mothers of the Speed School
students to support their formal education better, (ii) pre-primary education,
(iii) support to community schools, and (iv) training and support to formal
primary school teachers and the broader system. Implementing partners are
usually local civil society organizations to which GG-U provides grants to
conduct, administer, oversee, and monitor the technical components of
NUEP. The Uganda Program Manager,
Education is responsible for the successful management of the program within
Uganda and reports to the Uganda Country Director. The Program Manager,
Education will be based in the Gulu office.

Key Duties and Responsibilities:
Lead the design, delivery,
monitoring, and evaluation of program elements relating to GG-U’s education
portfolio in Uganda, including:

- Lead
in the technical aspects of program management, including content,
methods, and materials for classroom instruction, learning assessment
strategies, facilitator training and support modalities, content, and
activities, and overall evaluation of impact. - Guide
Implementing Partners in their mastery of the NUEP Speed School program
and their support of facilitators in its delivery. - Lead
in the design, coordination, implementation, and evaluation of all Speed
School training activities—setting objectives, mobilizing partners,
establishing the strategy and agenda, preparing materials, etc.—,
including equally formal multi-day workshops, the continuous “holistic
training” operations, and the interactions of facilitators (and other
stakeholders) in permanent Education Communities of Practice. - Contribute
to the development of the program budget and adhere to program budget
requirements, ensuring the financial management of the program and all
necessary project and program documentation is provided and the Geneva
Global database is kept up-to-date. - Work
with community-based organizations, local and government officials
(notably, Gulu Primary Teachers College and the northern District
Education Offices), local implementing organizations, other key stakeholders,
and, potentially, local collaborators in Northern Uganda to ensure the
high-quality delivery and outcomes of the Speed School program and to
advocate for and support the model’s adoption by government schools and
other education initiatives, as appropriate. - Monitor
and support Implementing Partners in their conduct of regular school
visits to undertake facilitator/teacher monitoring, observation, and
support as relate to lesson plan delivery, overall school operations,
collection of statistics and tracking forms, classroom size, and
attendance. - Complete
project and program monitoring assignments, including regular contact with
grant recipients via telephone, in-person, and through project site
visits. - Support
technically the delivery of auxiliary interventions such as economic
empowerment, pre-school education and community schools to sustain formal
school attendance and improve enrolment. - Support
GG-U efforts to introduce Speed School to more areas of Uganda and to
cultivate new education opportunities for GG-U in the North and
nationwide. - Participate
actively in initiatives managed by GGI (headquarters) to strengthen the
Speed School model, methods, and materials and to capture these as formal
technical documents, media products, research studies, and more; and to
contribute more widely to the consolidation of GGI’s overall education
assets.

- Keenly
review and analyse all data required of GG-U and GGI on the teaching and
learning aspects of the program, contributing to the design of data
collection tools, in consultation, coordination, and collaboration, as
relevant, with the contracted research partner (Pincer Group), the IPs,
DEOs, Gulu PTC, GGI, and other partners. - Write
the education sections of the quarterly and annual program reports in line
with reporting requirements and deadlines. - Conduct
or lead landscape studies in potential implementation areas and use the
results to inform the program design, planning, implementation, and
partner engagement. - Contribute
to the impact assessment of the program including data collection,
stakeholder mobilization and analysis of results. - Provide
input and expertise when working with our research and any academic
partners before, during, and after their program evaluation activities.

- With
the other Program Managers, provide continuous supervision, monitoring,
and support to Implementing Partners in their overall operations and
administration of the grants they receive from GG-U, including equally:
their training, monitoring, and support of Speed School classrooms,
Self-Help Groups, pre-school classrooms, community schools, and formal
primary school capacity-strengthening; their data collection and delivery
to GG-U; their program reporting; their financial accounting and
reporting; and more. - Work
with the GGI Client Services and Marketing departments to provide local
development expertise for client materials, and coordination, planning,
and participation in client (donor or potential donor) visits in-country. - Cooperate
and collaborate with members of the Geneva Global team in other countries. - Participate
in Geneva Global training and sector research activities. - Assist
in identifying and training in-country staff or consultants, as needed. - Assist
in the development of additional opportunities, as needed. - Contribute
to and improve Geneva Global’s understanding of the region and
sector-specific issues. - The
Program Manager, Education shall perform such other duties, tasks and
activities as GGU/GGI may assign or specify from time to time.
Qualifications, Skills and Experience:
- The
applicant must hold a Master’s Degree in Education, Development Project
Management, or related fields, or other relevant background with
significant (10 years or more) experience in education programming in
leadership positions. - Significant
knowledge of Uganda’s education system and curriculum. - Should
have significant past experience as a classroom teacher and teacher
trainer. - Must
be fluent in Acholi and English, with strong English writing skills. - Must
be comfortable in being a pro-active member of the Senior NUEP team. - Must
be a leader who seeks to identify and communicate potential problems and
propose solutions to solve them. - Must
be able to function effectively in a loosely structured but complex work
environment that is constantly and rapidly changing as a result of project
development in other sectors. - Must
have the flexibility to deal rapidly with problems which require a range
of skills and priorities. - Must
have strong facilitation skills and work as a team player in problem
solving. - Must
understand and be aware of other managers’ scope of responsibilities and
be willing to discuss with and when required defer decisions to these
managers to ensure coordination of projects’ implementation. - Ability
to carry out responsibilities and make decisions independently. - Must
be a patient and good communicator who can function in an organization
working with multi-national staff; and whose sites are located in regions
of the country difficult to access during wet season. - Must
be willing to spend significant time in more inaccessible areas of the
region. - Computer
