Job Summary: The Regional
Co-ordinator, Commonwealth Scholarships and Fellowships Plan (CSFP) will support
two programmes in the SSA Higher Education portfolio; the Commonwealth
Scholarships and Fellowships Plan (CSFP) and the British Council Uganda Higher
Education grant programme. The incumbent will ensure the consistent delivery of
services to support the Commonwealth Scholarships and Fellowships Plan (CSFP).
These services will include both pre-departure services as well as services to
support post-award alumni and monitoring and evaluation. This involves
managing/coordinating support in Commonwealth countries where we have British
Council offices and are deemed to be High Priority and also facilitating
support where we do not have an office in country. This post is one of 3
Regional Managers. The incumbent will manage
effectively the British Council Uganda Higher Education grant programme.

Key Duties and Responsibilities:
Regional Management
- Provide
leadership and direction to country teams to ensure high performance and
appropriate standards of customer service are delivered to scholars and
alumni. - To
ensure that new staff in their countries are aware of their responsibilities
and understand their roles. - To
provide regional coordination of pre award and alumni activity. - To
ensure that the Project is aligned to regional strategy to achieve
cultural relations impact for the BC and CSC. - To
ensure proper risk management of the Project in their region and in
coordination with other regions working with UK colleagues. This
especially involves financial and reputational risk. - To
ensure that communication channels are clear and understood in terms of
how regional colleagues work with
BC UK and with ACU and individual scholars/alumni. - To
manage the reporting process regionally in terms of impact and M+E
reporting. - To
ensure best practice and consistently high standards of delivery are done
on a region wide basis.
Specific Regional/Country
Duties
Duties
- Work
closely with the country staff on a regular basis (at least fortnightly)
and to receive written country reports on a regular basis to a format
agreed with BC UK. - To
deliver the regional work plan in relation to alumni work, for example
mapping, tracking and monitoring of alumni. - To
ensure that country budgets are managed and reported on appropriately
through use of BC SAP system.
- To
be aware of staff days planning on SAP and to monitor and report actual
days worked by ensuring that time logging data is fed back to the UK on a
monthly basis. - To
lead on any regional/country wide monitoring and evaluation activities
· - To
represent and promote British Council and CSFP at any
scholarship/HE/Country events as appropriate or through the media or
publications. - To
ensure that BC can show maximum impact of the project in priority
countries. - To
trouble shoot any issues arising in particular countries or
regionally. - To
coordinate with Kenya office HE contact on the design, implementation and
monitoring of HE grant programme. - To
engage with Higher Education sector in Uganda and manage key
stakeholders. - Effective
line management of CSFP project officer
in line with corporate standards including performance management.
Reporting and Working With the
UK
UK
- To
provide a short written report covering countries within the region to the
UK Product Delivery Manager on a monthly basis. - To
work with the UK team to develop and deliver an alumni work plan and
communications plan. - To
work with UK colleagues to develop a quarterly newsletter/e bulletin on
alumni activity in region. - To
ensure that he/she has a secure knowledge of Huddle/data sharing and to
work with UK colleagues to establish and maintain a secure information
flows. - To
work closely with the UK team to ensure that country staff and running
costs budgets are maintained and monitored. From time to time as required
to work with the ACU and CSC
Qualifications, Skills and Experience:
- The
applicant for the British Council Regional Co-ordinator, Commonwealth
Scholarships and Fellowships Plan (CSFP) job placement should possess a
first degree or equivalent (substantial work experience in a related field
may be considered in lieu of a first degree) - Knowledge
of Higher Education sector in Uganda - Possession
of a Masters in any field is desirable
