About USAID BETTER OUTCOMES Project:
World Education Inc. /Bantwana
(WEI/B) is implementing the five- year USAID funded BETTER OUTCOMES for
Children and Youth in Eastern and Northern Uganda. The goal of the project is
to improve the wellbeing of children and youth orphaned and made vulnerable by
HIV and other adversities in Eastern and Northern Uganda. BETTER OUTCOMES is
implemented by a consortium of five partners, namely: WEI/B as the prime
partner; Mercy Corps, Uganda Women’s Efforts to Save Orphans (UWESO), Youth,
Alive and Friends of Christ Revival (FOC-REV); each responsible for specific
technical aspects of the project. The project is being implemented in 20
districts of Eastern and Northern Uganda.

Job Summary: The
Parenting and Early Childhood Development (ECD) Project Officer (PPO) will work
closely with the Parenting and ECD Coordinator and other technical leads-Case
Management, Youth Development, and Economic strengthening, civil society
organizations (CSOs) and enrolled households to support the development,
implementation, and evaluation of parenting and ECD interventions in the
region. S/he will focus on strengthening coordination, resource mobilization
and technical support for a range of CSOs and local government staff with the
overall goal of improving planning, implementation, monitoring, and evaluation
of skills and approaches for Children 0-5 years enrolled in the project. S/he
will ensure effective documentation and monitoring of the delivery of training
models as well as the measurement of impact of skills training on effective
parenting and child upbringing. S/he will provide technical guidance to the CSO
Parenting focal point persons and will report to the Parenting and ECD
Coordinator in toe region. S/he will provide technical guidance to the CSO
Parenting and ECD Officers to ensure compliance to the USAID/PEPFAR 3.0
guidelines for the prevention and response to HIV/Aids as well as the
elimination of Gender Based Violence (GBV) prevalence in enrolled households .

Key Duties and Responsibilities:
Programme Development and
Implementation
Implementation
- Provide
oversight and coordination support for the Parenting and ECD activities in
the region - Actively
participate in the development of project annual, quarterly, monthly and
weekly work plans and scheduling of Parenting and ECD capacity building
activities at community - Support
CSO Partners in mapping of risky environments and hotspots and develop
actions to ensure children and teens remain safe in the community. - Work
closely with CSO Parenting Officers to conduct HIV/GBV assessments and
work with participants in parenting groups to ensure action is designed to
address the root causes of GBV, create awareness and access to HIV
services, and retention In care and Improved adherence for suppression of
viral load.
Training and development
- Support
identification of training needs of partner organizations (CSOs) and
community structures in Parenting and ECD. - Periodically
develop costed training plans and coordinate the training of Project
Officers, CSOs, Field structures in Parenting and ECD service delivery to
ensure increased enrolment of at risk adolescent girls in DREAMS districts
and other community members exposed, infected and affected by HIV/Aids
into Parenting and ECD activities
Representation, Networking and
Advocacy
Advocacy
- Represent
World Education/Bantwana in technical meetings, events and collaborate
with various child protection service providers bath formal and non-formal
to ensure comprehensive service delivery to beneficiary vulnerable
households.
Project monitoring and documentation
- Periodically follow-up with project teams on
implementation of planned and approved activities and take lead in technical development and compilation of
district specific project reports for submission to the Parenting and ECD
Coordinator - Manage
the documentation including electronic and non-electronic filing and
storage of data on parenting, parenting tools, presentations, meeting
minutes and develop monthly, quarterly, and annual activity and progress
reports detailing trend In parenting activities and reported outcomes
Qualifications, Skills and Experience:
- The
applicant for the USAID Project Parenting and ECD Project Officer job
placement must hold a Degree in Social work, Development Studies,
Education or Community Psychology - Three
years’ experience working with Child protection focused projects, OVC
programming, case management and knowledge of HIV/AIDS service delivery
among positive caregivers and children - Working
knowledge of and experience with USAID funded programs/ projects policies
and procedures will be an added advantage. - Knowledge
of child development and its influence on parent/child relationship in
every stage of child’s development - Previous
experience of working with a parenting and ECD programme will be a great
asset
