The World Food
Programme (WFP) is the world’s largest humanitarian agency, fighting hunger
worldwide. On the request of the Bill and Melinda Gates Foundation (BMGF), WFP
as one of several partners, will make available its longstanding expertise in
last mile supply chain delivery to help accelerate existing health supply chain
strengthening efforts. The initiative is called SOLVE (Supply Optimization
through Logistics Visibility and Evolution), it provides a unique value
proposition uniting WFP’s global supply chain talent, knowledge and global
network with the BMGF’s expertise in health and private sector supply chains.
Through SOLVE, WFP will engage with existing health supply actors at global,
regional and country levels to increase the availability of health commodities
at the last mile, where appropriate. The initiative forms a key commitment from
WFP to Agenda 2030, UN Sustainable Development Goal (SDG) 17 ‘Partnerships for
the Goals’.
Job Summary: The
SOLVE Country Lead will be responsible for determining the strategic direction
and implementation of the SOLVE initiative in Uganda. He/she will report to the
Head of Supply Chain in Uganda and will report technically to the Global SOLVE
Coordinator based in the WFP HQ in Rome, Italy.
Key Duties and Responsibilities:  The SOLVE Country Lead will be responsible
for the following activities:
  • Steer the successful implementation of activities in country by
    developing strategic work plans to increase supply chain maturity across
    priority areas.
  • Undertake supply chain mapping and stakeholder analysis of key
    service users.
  • Undertake supply chain maturity evaluations to identify critical
    supply chain constraints for both public and private health supply chain
    commodities.
  • Develop and oversee implementation of country work plans to identify
    interventions and overcome critical supply chain constraints.
  • Lead a team of supply chain experts in country, ensuring appropriate
    development and enabling high performance.
  • Foster strategic, high-level relationships with external change
    agents from the public and private sectors to obtain knowledge and ensure
    SOLVE interventions are context specific and relevant. This also includes
    donors, in country Family Planning stakeholders, and universities.
  • Lead quarterly continuous improvements workshops as a key change
    agent platform.
  • Continuously raise awareness of service provision at key country
    meetings and conferences, to consider the increasing supply chain maturity
    as a transformative approach.
  • Nurture a culture of innovation.
  • Ensure the effective achievement of key performance targets.
  • Deploy supply chain training plans and initiatives.
  • Perform any other duties as required.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Supply Chain Officer job placement should hold an advanced University
    degree preferably in Supply Chain Management, Engineering, Economics,
    Business Administration, Logistics, or other related field, or First
    University degree with additional years of related work experience and/or
    training/courses.
  • Five years of relevant professional post-graduate in supply chain.
  • Proven experience in staff and institutional capacity building.
  • Proven experience in measuring the impact of capacity strengthening
    interventions.
  • Proven experience in supervising professional staff.
  • Desirable: proven experience in forging strategic partnerships.
  • Desirable: proven experience in influencing and negotiations skills.
  • Desirable: experience in working in Uganda.
  • Language: Fluency
    (level C) in English language. Intermediate knowledge (level B) of a second
    official UN language: Arabic, Chinese, French, Russian, Spanish, and/or
    WFP’s working language, Portuguese.
Personal Competencies:
  • Supply Chain Strategy: Demonstrates robust understanding of supply chain strategies.
    Conducts analytical and conceptual work in support of strategy design and
    implementation. Operationalizes strategies in own area of responsibility.
  • Supply Chain Planning: Leads supply chain planning within area of operations managed.
    Oversees and coordinates periodic planning across functions and with
    partners. Ensures consensus-based plans are in place and aligned with
    strategy.
  • Supply Chain & Networks Management: Manages end-to-end supply chain within
    area of operations. Leads the design and implementation of supply chain,
    retail and partnership networks. Oversees and coordinates integrated
    delivery of supply chain services.
  • Supply Chain Capacity Strengthening: Leads design and implementation of
    supply chain capacity strengthening initiatives within area of operations
    managed. Leverages WFP’s supply chain capacities and networks to
    strengthen national value chains and stakeholders.
  • Supply Chain Performance & Development: Leads continuous supply chain
    improvement and innovation initiatives within area of operations managed.
    Defines operational performance targets, monitors performance, anticipates
    and mitigates risks for timely corrective actions.
