Key Duties and Responsibilities: Within delegated authority and under the
supervision of Coordinator of the Commission on Human Rights in South Sudan,
the Human Rights Officer / Investigator, based in Gulu Uganda, will be
responsible for the following duties:

the Human Rights Officer / Investigator, based in Gulu Uganda, will be
responsible for the following duties:
- Research and collect information pertaining to human rights matters
directly related to the situation to investigate; - Analyse existing documentation and propose investigation methods;
- Conduct interviews and evidence gathering activities in refugee
settlements in Uganda; - Travel to the settlements and refugee registration points, to
interview refugees; - Ensure that all measures are taken to ensure the integration of a
gender perspective and the protection of victims and witnesses cooperating
with the Secretariat; - Work closely with UN agencies, as well as with national and
international NGOs working on South Sudanese refugees in Uganda for the
purpose of the investigations; - Prepare briefings, interview notes and analytical documents as
required; - Organise the visit of the Commissioners and the missions of the
investigation teams in Uganda; - Contribute to the production of the final report;
- Conduct the initial witness and data protection assessment in
Uganda; - Assist in the development of guidelines on safe handling of
information; - Ensure follow up action, whenever necessary;
- Ensure that activities are conducted in compliance with relevant
standards and methods of work, including for protection; - Participate in and/or contribute to lessons learned processes;
- Perform any other task, as necessary.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UNHCR Human Rights
Officer job opportunity should hold an advanced University degree (Masters
or equivalent), preferably in law, political sciences, or other
disciplines related to human rights. A first-level university degree in
combination with two additional years of qualifying experience may be
accepted in lieu of the advanced university degree. - Seven years of progressively responsible experience in human rights
investigation and monitoring, including 2 years in a field office is
required. - Previous experience in criminal investigations is desirable.
- Languages: Fluency
in both oral and written English is required.

Ability to conduct data collection using various methods. Conceptual

analysis, including familiarity with and experience in the use of various
research sources, including electronic sources on the Internet, intranet
and other databases. Ability to apply judgment in the context of

mastery of subject matter; is conscientious and efficient in meeting
commitments, observing deadlines and achieving results; is motivated by
