About US:
Following the
signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic
Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda,
Uganda and Zimbabwe) in July 1999, the Security Council established the United
Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by
its resolution 1279 of 30 November 1999, initially to plan for the observation
of the ceasefire and disengagement of forces and maintain liaison with all
parties to the Ceasefire Agreement. Later in a series of resolutions, the
Council expanded the mandate of MONUC to the supervision of the implementation
of the Ceasefire Agreement and assigned multiple related additional tasks.
Job Summary: The Aviation Safety Officer will implement the Mission’s Aviation Safety
Program. The incumbent will recommend and implement measures to reduce the
level of risk associated with the Mission’s air operations
Key Duties and Responsibilities:
  • Identify aviation safety hazards
  • Promote safety awareness in the mission
  • Provide support on all Aviation Risk
    Management issues
  • Carry out quarterly risk assessments for
    air fields and prepare reports
  • Conduct aviation emergence response plan
    drills and table top exercises
  • Participate in and provide input for
    aviation safety council meetings,
  • Monitor the implementation of aviation
    safety-related policies,
  • Investigate Occurrence and Hazard
    reports,
  • Carry out safety inspections,
    assessments and surveys
  • Conduct aircraft inspections, carrier
    assessments and performance evaluations,
  • Identify safety trends
  • Maintain Aviation Safety Occurrence
    database.
  • Conduct site-inspections, compile
    aviation statistics, maintain and process all occurrence reports.
  • Provide safety briefings and trainings.
  • Interact with Host Government agencies
    and aviation authorities, when tasked to do so.
  • Perform any other related duties as
    required.


Qualifications, Skills and Experience:
  • The ideal candidate for the United
    Nations Organization Stabilization Mission in the Democratic Republic of
    the Congo (MONUSCO) Aviation Safety Officer job placement should hold an
    advanced university degree (Master’s degree or equivalent) in Air
    Transportation, Safety Management, Aerospace/Aeronautical Engineering or
    Air Traffic Management, or graduation from equivalent military educational
    establishment.
  • Additional training as a Commercial
    Pilot, or a Flight Navigator, or an Aeronautical / Maintenance / Flight
    Engineer, or an Air Traffic Controller, or a Flight Operations Officer, or
    equal military qualification, is required
  • Training and Certification in Aviation
    Safety (including aircraft accident and incident investigation) is
    desirable.
  • A first level university degree with a
    relevant combination of education in Air Transportation, Safety
    Management, Aerospace/Aeronautical Engineering or Air Traffic Management,
    graduation from equivalent military educational establishment,
    professional training or certification in aviation safety, and two (2)
    additional years of work experience in air transportation or air traffic
    control operations, aviation safety or aviation engineering at supervisory
    level, may be accepted in lieu of the advanced university degree.
  • At least five years of progressively
    responsible experience in air transportation or air traffic control
    operations, aviation safety or aviation engineering, with at least two
    years at supervisory level
  • Accident investigation experience is
    desirable.
  • Extensive knowledge in the technical
    field of aviation safety and accident prevention and experience in the use
    of ICAO documentation is desirable.
  • Experience in working in peace keeping
    or other field operations would be an advantage.
  • Languages: Fluency in oral and written English is
    required. Knowledge of another official United Nations language is an
    advantage.

  • Planning
    and Organizing:
     Develops
    clear goals that are consistent with agreed strategies; identifies
    priority activities and assignments; adjusts priorities where necessary;
    allocates appropriate amount of time and resources for completing work;
    foresees risks and allows for contingencies when planning; monitors and
    adjusts plans and actions as necessary; uses time efficiently.
