Job Summary: The
National Field Coordination Officer supports the UNAC in coordinating
humanitarian, recovery and development efforts in their regions of operations.
The overall objective of the National Field Coordination Officers will be to strengthen
dialogue, coordination, consensus building and Delivering as One (DaO) and in
particular support UN activities related to the One Leader, One Voice, One
Programme and One UN House, shared common services and the
humanitarian-development response in the region.
National Field Coordination Officer supports the UNAC in coordinating
humanitarian, recovery and development efforts in their regions of operations.
The overall objective of the National Field Coordination Officers will be to strengthen
dialogue, coordination, consensus building and Delivering as One (DaO) and in
particular support UN activities related to the One Leader, One Voice, One
Programme and One UN House, shared common services and the
humanitarian-development response in the region.
Key Duties and Responsibilities:
- Delivering As One; including UNDAF localization, implementation and
planning - Support the UNAC to operationalize the UNDAF through the Annual Work
Plans, and in particular support-Advancement of the One Leader pillar by
making sure that the UNAC role is acknowledged and visible to all
stakeholders including the refugee response framework and ReHOPE as part
of strengthening the Humanitarian-Development Nexus. - Advancement of the One Voice pillar by enhancing internal UN
information sharing and external communication with relevant stakeholders.
To this effect liaise with the United Nations Communications Group. - Advancement of the One Programme pillar by actively contributing to
joint implementation, monitoring and evaluation of the UNDAF action plan
and joint programmes at the field level - Advancement of the Operating as One by supporting operational
harmonization by identifying possible areas for common/shared operations
and support/harness (already existing) practices for common services in
the field in collaboration with the OMT - Organize and ensure the joint planning and monitoring and evaluation
of common/joint UN activities in the field.

- Support the UNAC to build strategic partnership with various actors
at the regional level around the UN Post 2015/Agenda 2030 Advocacy
Strategy, including enhancing advocacy at SDGs localization and
integration in local development planning. - Support the UNAC in the mobilization of partners toward the
provision of strategic and technical support to district leaders around
mainstreaming SDG financing at the local level.

- In line with the district capacity needs assessment conducted under the
UNAC System and other partners and other capacity analysis, support the
UNAC in the building of strategic partnership at the local level including
District Local Government, CSOs, Private Sector, Cultural/ Traditional/
Religious Institutions, etc. at addressing key bottlenecks to advancing
local development. - Support the UNAC in his/her role to strengthen the government’s
capacity around regional coordination leadership, functional
organizational skills, aid effectiveness and management, business operations
and business process re-engineering at the local level. - Support the UNACs to build local partnership and alignment of
efforts around capacity development (coordination, functional operational
skills and technical skills in specialized areas as may be required for
key units) for district local government.

- Support the UN Area Coordinator/ or Area Security coordinator in
his/her representative role/functions as direct representative of the RC
in chairing monthly UN meetings in the region bringing to the attention of
the RC (through the RCO-Field Coordinator) concerns raised by the UN
family and partners posted in the field. The monthly meetings are expected
to address the following: - Common UN concerns in the region that are inclusive of humanitarian,
recovery and development efforts in alignment with the UNDAF and other
agreed regional plans including Rehope - Reporting back to regional meetings the key action points and
feedbacks from national level coordination platforms - Share relevant updates on UN joint programmes and joint initiatives
in the field - Support the Area Coordinator to support the local government in
convening sector and regional meetings and ensure that UN Sector Support
Leads participate in Sector and regional meetings and if possible in
district Technical Planning meetings. - If need be and in situations of humanitarian emergency, support the
UNAC to participate in relevant District Disaster Management Committees
meetings and actions. - Support the UNAC to represent the regional UN teams and the RC in
meetings or programmes organized by the Office of the Prime Minister (or
specific branches of the central Government). In the South West, the UN
will sit in the Development partners meetings and, when called by the OPM
including other regional and technical working group meetings. - Support inter-agency meetings with central government to provide a
broad forum for information sharing on operational matters. - Prepare and submit weekly situation reports/briefs highlighting the
key issues for Kampala’s concern; and monthly written UNAC reports in the
standard reporting format and submit to the RCO through the Field
Coordinator. This includes the documentation of best practices, success
stories and lessons learnt. - Perform other functions/tasks as may be assigned to you directly by
the UNAC or through the UNAC by the RCO Kampala.

- Strengthening their knowledge and understanding of the concept of
volunteerism by reading relevant UNV and external publications and taking
active part in UNV activities (for instance in events that mark IVD); - Getting acquainted with and building on traditional and/or local
forms of volunteerism in the host country; - Reflecting on the type and quality of voluntary action that they are
undertaking, including participation in ongoing reflection activities; - Contributing articles/write-ups on field experiences and submitting
them for UNV publications/websites, newsletters, press releases, etc.; - Assisting with the UNV Buddy programme for newly-arrived UNV
volunteers; - Promoting or advising local groups in the use of online
volunteering, or encouraging relevant local individuals and organizations
to use the UNV Online Volunteering service whenever technically possible,
etc.
Key Result Areas:
- Support implementation of DaO including the localization and
implementation of the UNDAF (2016-2020) at the regional level including
the Humanitarian-Development-Peace Nexus (ReHOPE) - Support the localization of the Post 2015/Agenda 2030, including
SDGs financing at the local level - Support the strengthening of capacity development for local partners
including the District Local Government to accelerate local development
and effective aid management - Support the functionalization of effective Humanitarian Development
coordination mechanism at the district and regional level - Support the advancement of UNV core values by participating in other
volunteers related activities - Fostered UN internal coherence, especially in relation to the UNAC
area. - Enhanced implementation of Delivering as One and UNDAF and SDGs
localization at the regional levels - Enhanced coordination between UN and government leadership as well
as international aid efforts, including capacity building of the district
government sector lead in coordination responsibility supported - The output for the NUNV will be to support the UNAC to prepare an
Annual Review Report. The report will include an analysis of main
humanitarian/recovery and development issues arising during the year of
implementation in the region. The report will include highlights on joint
efforts by UN agencies and it will feed into the annual RC report. - The NUNV will help prepare updates and reports on the status of the
piloting of Delivering as One. - The NUNV will additionally undertake regular production of
coordination support tools (calendars, district profiles etc.) and any
other tasks as assigned by the UNAC or RCO.
Qualifications, Skills and Experience:
- The ideal applicant for the United Nations Volunteers National Field
Coordination Officer job placement should hold a university degree or its
equivalent, preferably in the fields of Economics, Social Sciences,
International Relations, Political Sciences or related field. - At least three years of experience in development work, preferably
with experience working in the field and/or on coordination. - Experience working in the field, especially in Western Uganda would
be a plus - Knowledge of UN system is an advantage.

concurrent projects/activities. - Strong presentation and interpersonal skills and ability to
