was created by Albert Einstein more than 80 years and has been working in
Uganda since 1998. It has particularly working in the conflict zones where tens
of thousands of people have been kills and over 1.6 million displaced.
Following a peace agreement in 2006, Ugandans are returning home and looking to
rebuild their lives. The IRC is there to protect women and children from
violence and exploitation by fostering a safe environment and encouraging
education, and is supporting farmers and small businesses, and helping
communities promote peace and long-term development.

Job Summary: The ERD officer works within the Economic
Recovery and Development team of the IRC in Amudat. He/she will work closely
with the ERD Manager and supervise Community Based Trainers to implement
program activities. This position reports to the ERD Manager. The Economic
Recovery and Development (ERD) Officer is the primary field-level position for
livelihoods programming. The ERD Officer spends most of his/her time in the
field, identifying target communities, establishing relationships with
community leaders, taking part in field level implementation activities, such
as; identifying potential beneficiaries, training beneficiaries, overseeing the
delivery of materials, overseeing the activities of Community-Based Trainers
and data collection.

Key Duties and Responsibilities:
Programme Planning
& Implementation
& Implementation
- Ensure high-quality implementation, in
close collaboration with the Field-based team and sector head and
consistency in protocols, information and reporting systems Lead efforts
at project location to conduct project interventions activities, document
results and provide feedback to stakeholders to guide decision- making. - Provide leadership at project location
on Livelihood activities to ensure project technical integrity to achieve
project/program goal and corresponding objectives and targets - Take Leadership in the identification,
registration and selection of Project beneficiaries according to defined
selection criteria at a designated zones - Participate in the mobilization,
training and monitoring of beneficiaries of IRC’s livelihood interventions
in the target area. - Oversee the identification and training of
water-user committees and ensure their effective monitoring and management
of established water resources. - Participate in the designing and
production of a water user manual to support beneficiary communities. - Conduct trainings for Community Animal
Health Workers and the beneficiary community on good practices in animal
production. - Support the establishment of collective
marketing committees - Support the identification of
beneficiaries for agricultural inputs, supervise the distribution process
and offer trainings in good agronomic practices and post-harvest handling
techniques. - Support the recruitment of Community
Based Trainers, train them appropriately and offer continuous mentorship
as appropriate on VSLA best practices. - Mobilize VSLA groups, conduct trainings
on the VSLA methodology and ensure high level of quality among the groups. - Support the activities related to the
construction of a new valley tank as required from time to time. - Monitoring reporting and communication
responsibilities - Prepare weekly program reports, and
compile lessons learnt to inform the future program - Collect relevant data during project
implementation and provide regular reports to the ERD Manager - Coordinate with the M&E staff and
the wider ERD team as necessary to identify program quality issues - Participate in the collection of data,
during assessments and other M and E related activities as and when
required.

Representation
- Maintain respectful and constructive
relations with other organisations, local authorities and humanitarian
actors - Attend collaborative meetings on behalf
of the IRC whenever required.
Other duties
- Other duties as assigned by the
supervisor to enable implementation of the IRC programs, - Raise Purchase requests as and when
required, - Participate in regular team meetings and
supervision sessions - Ensure that all materials are ready
before any activity - Work constructively within the team and
take the initiative on new tasks. - Promptly report concerns or incidents to
IRC management and liaising with community leaders and other external
parties as required to maintain/enhance the security environment for the
ERD program - Maintain open and professional relations
with team members, promoting a strong team spirit and providing oversight
and guidance to enable staff to perform in their positions successfully - Ensuring the non-disclosure of any
information whatsoever relating to the practices and business of IRC
acquired in the course of duty, to any other person or organization
without authority, except in the normal execution of duty.
Qualifications, Skills and Experience:
- The applicant for the International
Rescue Committee ERD Officer job placement must hold a Bachelor of Arts or
Science in Social Science, Social Work and Social Administration,
Development Studies, Economics, Agriculture, Food Security, Business
Studies or related field - Diploma in Economics, International
Development, Sociology/Psychology, Agronomy or Nutrition or equivalent, - Three years of professional experience
in banking, finance, business development, community development,
engineering or similar, - One to two years of experience
implementing livelihood or other applicable non-profit experience - Non-Governmental Organization (NGO)
experience preferred, proven abilities in; beneficiary identification,
registration & selection required, INGO experience preferred - Experience in riding motorcycles is a
plus - Knowledge of, and experience in
implementing VSLA related activities - Ability to implement livelihood
activities with multiple interventions related to agriculture, water, food
and nutrition and market linkages components. - Prior experience in developing program
implementation work-plans, data collection and analysis and program
reporting - Strong ability to organise work, meet
deadlines, maintain composure, prioritise work under pressure, multiple
coordinate tasks and maintain attention to detail - Excellent interpersonal and
problem-solving skills, creativity and flexibility - Personal qualities: Works well in and
promotes teamwork, comfortable in a multi-cultural environment, flexible
and able to handle pressure well - Good knowledge of word processing tools
and spreadsheets (MS Office Word, Excel etc.)
