About US:

The Government of
Uganda received credit from the World Bank towards implementation of the
Competitiveness and Enterprise Development Project (CEDP). The Project
Development Objective (PDO) is to improve the competitiveness of enterprises in
Uganda through supporting reforms in priority productive and service sectors
geared towards a better investment climate with particular focus on MSMEs.
Government is scaling up the existing operations through provision of
Additional Financing (AF).

 

The AF is intended
to complete the implementation of the Land and Tourism components while
consolidating and enhancing the achievements realized, as well as scaling up
activities under these components. CEDP-AF will be implemented by eight MDAs.
The overall coordination of the Project will lie with the Private Sector
Foundation Uganda (PSFU) through a Project Coordination Unit (PCU).

 

Job Summary:  The Monitoring and Evaluation Specialist
CEDP-AF has overall responsibility for providing coordination and leadership
for monitoring and evaluation of the project. S/he is responsible for ensuring
accurate and comprehensive data collection and analysis of results to report on
progress towards project objectives. He/she works with technical team members
to develop appropriate indicators, targets and methods for collecting
information on project activities and assist with analysis for evidence-based
decision making for project improvements.

 

Key Duties and Responsibilities:  

·       
Coordinate
and facilitate Project reviews and assessments aimed at demonstrating results
including; End of Term Evaluation, project reviews, and other related studies

·       
Undertaking
data analysis and reporting for all relevant purposes (e.g. quarterly and annual
reports, donor reports, Top Management)

·       
Identifying
and trialling innovative approaches in monitoring and evaluation systems

·       
Regularly
evaluate the project; review the overall performance of the project against set
objectives.

·       
Coordinate
the work from all implementing agencies in liaison with the component managers

·       
Supporting
the effective engagement of all stakeholders staff in M&E

·       
Provide
technical support in developing and monitoring progress towards programmatic
indicators (based on programmatic strategies)

·       
Develop
the framework and procedures for the evaluation of project activities.

·       
Establish
the organisational structure for M&E coordination and management across
project areas

·       
Ensuring
good internal communication of the progress and impact of the program M&E
system

·       
Set up a
framework for incorporating beneficiary communities in the M&E process, and
for internalizing beneficiary feedback in the determination of the project’s
next steps

·       
Analyse,
develop and present M& E Reports

·       
Analyse
the data generated by the monitoring and evaluation process, and then produce
and present performance measures against agreed outcomes and targets.

·       
To take
the lead in producing data and analysis on the impact of project work to be
included in the Annual Report, and any other impact reports, that is suitable
for a variety of internal and external audiences.

·       
To
generate data in an agreed reporting format to donors and key stakeholders

·       
Provide
technical input into other programmes where M&E expertise is of relevance
(e.g. targets and indicator approach for scaling-up the impacts of the
sustainability standards movement)

·       
Undertake
other assignments / projects as may be instructed by the Project Coordinator.

 

Key Result Areas:

·       
Develop
and implement a Monitoring & Evaluation (M&E) system for the project

·       
Lead in
completing the design and implementation of project’s implementation Plan

·       
Develop
and implement cost-effective and efficient data collection systems

·       
Develop
program-wide participatory M&E tools, systems and processes that increase
the effectiveness and accountability of the project

·       
Planning
and budgeting: Providing technical support to the annual and quarterly
programme work plan development, review and alignment of medium term and annual
plans with the CEDP AF-Project Appraisal Document.

·       
The
specialist will be expected to assist implementing agencies in improving the
quality of annual work plans with realistic timeframes and budgets, leading to
more accurate annual budgets.

 


Qualifications, Skills and Experience:

·       
Applicants
should possess a honors’ degree in Statistics, Economics, Quantitative
Economics, Social Sciences, Social Work and Social Administration or the other
related subjects from a reputable University.

·       
Post
graduate training and qualification in M&E.

·       
A
master’s degree in related and relevant field will be an added advantage.

·       
At least
eight (8) years direct experience in designing and/or implementing
organisational level systems for M&E

·       
Experience
in designing and/or implementing data collection and data management systems

·       
Knowledge
of data analysis software (e.g. SAS, SPSS) and basic computer skills
(word-processing, spread sheets, and databases) is required.

·       
Strong
knowledge of/expertise in evaluation techniques (quantitative and qualitative
methodologies, questionnaire development, statistical analysis, logic models,
evaluation plans, etc.)

·       
Strong
experience in the entire project evaluation cycle, from design and formulation
to implementation, analysis and presentation of results and recommendations.

·       
Excellent
communication skills (Presentation and written)

·       
Should
be able to work with minimum supervision

·       
A high
level of interpersonal skills

·       
Must be
able to work under pressure and deliver under tight timelines

·       
Strong
ethics, hands on approach

·       
Pays
attention to detail and excellent follow through

·       
Proven
integrity and honesty in handling public resources

·       
Proven
