international NGO with headquarters in Italy. AVSI has been active in Uganda
since 1984. It’s current activities are focused on the areas of Education,
Health, Livelihoods, Protection, Nutrition, Emergency programs in Uganda.
About SAY Project:
AVSI is implementing
a 4 Years project – Till end of 2024 funded by the Embasys of the Kingdome of
Netherlands titled “Skilling in Agripreneurship for increased Youth Employment”
– SAY project.
Job Summary: AVSI is seeking to recruit suitably qualified
personnel for the position Monitoring Evaluation Accountability and Learning
(MEAL) Officer, to contribute to the implementation of the “Skilling in
Agripreneurship for increased Youth Employment” – SAY project. Under the direct
supervision of the Monitoring, Evaluation Accountability and Learning Manager
(based in Kampala) and the Private Sector Development Manager/Team Leader
(based in Kampala), the MEAL Officer will be responsible for implementation of
SAY’s MEAL Strategy in the Central Region. Ideal candidate shall carry out the
following duties and responsibilities.
Key Duties and Responsibilities:
·
Support
SAY team with timely collection of weekly, monthly and quarterly activity
reports from implementing partners; private agribusinesses,
BTVETs/VTIs/Colleges, Secondary schools, skilling Uganda ASSC and other partner
activity reports;
·
Support
with supervision of data collectors and ensure that data collected is of
quality, verified, approved and submitted for synchronised into the on-line
dashboard and system;
·
Support
the MEAL department in communicating results through the Communication office
as requested.
·
Manage
and provide security to the data collection electronic devices (phones or
tablets), ensure that they are charged, updated with latest tool reviewed;
·
Support
with quality control and verification of data collected by electronic devices
or phone on the platform;
·
Support
SAY MEAL team with video documentation of most significant change stories and
most significant moments;
·
Support
MEAL team with photographic documentation of change stories including
participation in the day in the SAY Photo Project;
·
Support
with regular and timely update of the results platforms with qualitative data
such as Most Significant Change videos and SAY photos;
·
Build
capacity of the respective SAY partners in reporting, documentation of best
practices, photography and related responsibilities.
·
Support
SAY regional team in coordination of all the monitoring and evaluation of
project activities in collaboration with the database officer and project
officers in the project area in the East;
·
To
ensure temporary data collection officers are compliant with the guidelines
given for the collection of project data;
·
To build
capacity of project staff on data collection, analysis, interpretation and use;
·
To
document specific case studies and stories as and when required
·
To
support with conducting commissioned surveys such as perception surveys,
demographic;
·
To
support with coordination of logistics, appointments with partners and other
for all internal and external evaluation;
·
To
participate in SAY operational research and support skilling Uganda research
initiatives with the agri-institutions;
·
Take
lead in the overall tracking of both quantitative and qualitative data
·
Support
in preparation of logistics at regional level for filming Most Significant
Change Stories and related activities;
·
Support
other AVSI projects for specific M&E tasks and functions as and when
requested;
·
To
ensure information collection and to collaborate with AVSI program management
in the preparation of project reports;
·
Support
with collation data, photographs, case studies and other for annual reports
·
Support
the programme team in the respective regions with any other duties assigned
·
Perform
other duties within area of responsibility, as requested by the supervisors
·
Provide
training and other technical support services based on the needs of the project
staff and partners in MEAL.
·
Represent
and profile the project, its objectives and results, in publications and
presentations
·
Coordinate
closely with the team others to ensure that other trainings are synchronized
and adds value.
·
Proactively
engage in strategic thinking on how to make the program succeed.
Qualifications, Skills and Experience:
·
The
ideal candidate for the AVSI Foundation Monitoring Evaluation Accountability
and Learning Officer job must hold a Degree in Statistics, Information
Technology or related field.
·
Additional
training/qualification in communications field will be an added advantage
·
At least
two years of professional experience in the field of organizational/project
monitoring and evaluation
·
Experience
in monitoring and evaluation of performance of business units and/or
regional/local or community socio-economic development projects is desirable.
·
Experience
in training, teaching or mentoring role
·
Resourcefulness,
strategic thinking, creative problem solving and basic financial management
skills
·
Good
team player with excellent inter-personal and communication skills
·
Excellent
computer skills (MS Word, Excel, internet)
·
Excellent
communication, including written and presentation skills.
·
Ability
to work under pressure and to make accurate decisions.
·
Excellent
analytical and organizational skills – innovative thinker;
·
Experience
working with refugees and refugee hosting communities is desirable.
·
Excellent
planning and organization skills
·
Monitoring,
Evaluation and Learning skills and experience
·
Proven
proposal writing experience is an asset
·
Cultural
sensitivity, patience and flexibility
·
Required
Language: English fluency with excellent oral and writing skills is required.
Knowledge of any other local languages is of added value.
