About US:
Rural
Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.
About ECP Project:
The Rural
Electrification Agency (REA) is implementing the Electricity Connections Policy
(ECP) whose goal is to increase electricity access from the current 20% to 60%
by 2027. The ECP was designed to address the major challenges that have kept
electricity connections low and hence enable acceleration of connectivity
throughout Uganda. The ECP targets to achieve a minimum of 300,000 connections
per year in order to achieve this goal
Job Summary: The
Database Specialist will be responsible in the performance, integrity and
security of the electricity connections database. The specialist will carry out
the design, planning, development and maintenance of the connections database,
as well as troubleshooting any issues on behalf of the users.
Key Duties and Responsibilities: 
Database Design and
Set Up
·        
Establish
the needs of users and map out the conceptual design for the database,
considering both back-end organization of data and front-end accessibility for
end-users.
·        
Establish
mechanisms and develop formats for regular collection, validation, verification,
processing and management of electricity connections data.
·        
Develop
and maintain a comprehensive user—friendly, accurate and efficient database of
electricity connections.
·        
Contribute
expertise to applications, operations, and technical support teams to support
the design of the database.
Manage Database
Performance
·        
Assesse
database performance by developing a protocol for measurement of results and
identification of problem areas. Provide fast responses to front-end users.
·        
Monitor
database performance, user access and security; evaluate and resolve processing
and programming problems; design database management tools; and address user
questions.
·        
Review,
validate and analyse the collected connections data and information and produce
regular accurate statistics and analytical technical reports on the performance
of the Electricity
·        
Distribution
Service Providers with respect to achievement ot connection targets.
·        
Review
the growth trend of connection numbers with emphasis on the deviations from the
set targets, and prepare monthly, quality and annual connections progress
report
·        
Ensure
that the Service Providers maintain an up-to-date connections database that is
integrated with REA’s central database
·        
Install and
test new versions of the database management system (DBMS)
·        
Maintain
data standards, including adherence to the Data Protection Act.
·        
Develop,
manage and test back-up and disaster recovery plans.
·        
Ensure
that storage and archiving procedures are functioning correctly
·        
Prepare
access and control policies and procedures
·        
Develop
guidelines for stakeholder access, use and acquisition of connections data, as
well as protection of information.
·        
Ensure
that customer connection information is accurate y captured and updated in the
GIS system.
·        
Manage
and maintain multidimensional databases, user accounts, database availability,
recovery, and reporting
·        
Ensure
an up-to-date and accurate database of connection information with no
duplication.
User Support
·        
Mentor
and train users to utilize the system to enter and extract data
·        
Inform end
users of changes in database
·        
Create
complex query definitions that allow data to be extracted

Qualifications, Skills and Experience: 
·        
The
ideal candidate must hold a
Bachelor’s
degree in Information Technology. Computer Science, and Business Computing,
statistics or other closely related field.
·        
Certifications
in database management, GIS
·        
A master’s
degree in Information Technology, Business Computing and Statistics will be an
added advantage.
·        
At least
seven (07) years’ demonstrated work experience in a reputable organization
preferably in Uganda’s electricity nectar, with experience in collection,
validation and analysis of large and management of large databases.
·        
Excellent
analytical skills.
·        
High level
of computer literacy, with experience in the use of relevant packages.
·        
Highly
motivated, innovative, pro-active and committed team player.
·        
Excellent
written and verbal communication skills. Fluency in English.
·        
Excellent
report writing skills.
