Job Summary:   The Director of WASH Program Operations
supports all aspects of the hardware implementation and development of the
program and functions to facilitate the implementation of the country strategy.
Providing leadership, strategic direction, management and evaluation of all
hardware aspects of the Lifewater programs in Uganda, the Director of WASH
Program Operations also plays a key role in external representation, legal
compliance engineering, program coordination and team leadership. The purpose
of this position is to ensure the highest quality of WASH programing in the
three operational Districts (Kaliro, Mayuge, Kakumiro). You will do this by
regular visits to the field for planning, monitoring, evaluating, managing, and
coaching of staff.
Key Duties and Responsibilities: 
Effective Program
Management:
  • Assist the Country Director in the overall management of Lifewater
    International Uganda program activities to ensure the effective and
    efficient use of financial and material resources within the policies and
    procedures of Lifewater International – Uganda.
  • Oversee program implementation in consultation with the relevant
    program managers and in accordance with the project proposals to ensure
    objectives are met within the required time frames and budgets. Where
    necessary, ensure preventative and corrective action is taken.
  • Develop and implement standardized processes, systems and procedures
    in order to ensure the efficient functioning of operations across all
    field sites.
  • Provide policy guidance and training to all field staff.
  • Represent the organization and liaise with local and national
    authorities and donor agencies to facilitate successful coordination of
    activities and ensure transparency in the community.
  • Provide technical inputs and assistance to programs staff with
    particular reference to financial management and reporting systems.
  • Work with the APMs to conduct budget analysis and provide feedback to
    Country Director.
  • Prepare annual work plan and budget that identify key objectives,
    responsible staff, deliverables and potential roadblocks.
  • Ensure appropriate security procedures, and monitoring, analysis,
    and reporting systems are functioning in all field sites.
Engineering/Technical
Leadership
  • Lead in applying appropriate technologies including designing best
    water scheme components appropriate to the locality, water treatment
    technology coordinating the program and spearheading learning,
    documentation and experience sharing among staff and government bodies.
  • Manage WASH Technicians to conduct research and designing
    appropriate sanitation technologies for schools and communities.
  • Facilitate detailed participatory implementation plan for
    Lifewater’s Vision of a Healthy Village program in targeted communities,
    including software and hardware elements.
  • Organize technical feasibility study and lead the overall process to
    produce a quality study and design document that will inform design
    options alternatives with costs and other recommendations (for borehole
    drillings, on-spot springs, hand dug wells, gravity-fed systems, school
    latrines, and other WASH scheme components).
  • Develop and deploy a standardized and robust water quality
    management program for all hardware constructed or rehabilitated by
    Lifewater. Insure use of Lifewater’s electronic monitoring system, AKVO
    Flow.(i.e Online Monitoring Systems)
  • Weekly review AKVO Flow data conducted by field staff to monitor
    program activities and ensure compliance with construction standards.
  • Working alongside WASH Engineers from Lifewater HQ, provide capacity
    building in the following areas based on specific program needs: design of
    water schemes, sanitation and hygiene with a particular focus on multiple
    uses of water, water quality, ecological sanitation and community planning
    with participatory learning including, CLTS, Sanitation as a Business
    (SaaB) Sanitation Marketing (SanMark), PHAST, CHAST, Water Quality Test
    and AKVO tools.
  • Ensure operation and maintenance, environment and sustainability
    issues are considered and factored into program design; ensuring that it
    is evidence based and well linked to other sector activities
  • Support Country Director in the development on maintenance and
    suitability strategy for completed projects. Be a member of the Country
    Management Team (CMT) and support Country Director on organizing CMT
    meetings and working closely with members on implementation of the Action
    Areas.
Proactive
Compliance
  • Develop and implement an Internal Control System to ensure
    compliance with internal policies and procedures, donor regulations and
    local laws.
  • Monitor, evaluate and report on all program activities to Country
    Director.
  • Ensure that staffs, vehicles, motorcycles, and other LI properties
    are timely and appropriately insured.
  • Collaborate with CD and program managers to maintain security of
    staff.
Strategic Planning,
Budgeting, Reporting and Management
  • Lead teams in project design, budgeting, developing concept notes,
    ensuring that projects meet government, and donor planning, programming,
    monitoring, reporting and financial requirements, including program
    quality standards.
  • Assist Country Director in implementing the Lifewater strategic plan
  • Lead the preparation of multi-year workplans and annual budgets for
    the organization
  • Conduct weekly 30 minute meetings with Country Director to ensure
    that week planning and priorities are optimal
Training/ Capacity
Building
  • Determine training and capacity needs for field staff, particularly
    for the WASH Technicians.
  • Train program managers to increase their responsibilities in order
    to build capacity and ensure sustainability of programs.
  • Conduct ongoing professional capacity building and coaching of
    staff, particularly WASH Technicians and other technical staff.
  • Conduct staff capacity needs assessment and make recommendations to
    SMT.
  • Make necessary arrangements for trainings to be conducted by LI HQ
    in Uganda.
  • Ensure that appropriate care, training and support are being
    provided to all staff in the organization.
  • Plan for and implement reflective practice and learning events by
    program staffs and LI country office for ongoing improvements in program
    delivery.
Representation
  • Stand in for Country Director in his absence.
  • Attend and represent the organization at coordination meetings which
    are relevant to country operations activities, including government and
    sector meetings such as UWASNET regional meetings and DWSCC platforms).
  • Network and liaise with other NGOs, government, other donors to
    learn and share information on design construction of water, sanitation
    and hygiene scheme components.
  • Interface with national government and relevant agencies to ensure
    mutual understanding of operations.
  • Contribute to the creation of a positive image and overall
    credibility of the organization, notably through the application of the
    organizations Code of Conduct, ethics, values and stand-point with regard
    to internal and external actors.

  • Support APM and CD in district-level WASH agenda for change.

Qualifications, Skills and Experience: 
  • The applicant must hold an advanced degree in Water, Sanitation,
    Environmental and Civil Engineering preferred and with hands-on experience
    in designing appropriate WASH facilities. Registered Engineer preferred.
  • Eight to ten years of progressively responsible operations
    management experience, in a WASH National/International NGO setting,
    including Senior, Country-level positions and with experience with SMTs
  • Significant experience in managing WASH programs, or related, in
    rural Uganda
  • Significant engineering/technical WASH experience related to
    oversight and construction of rural WASH systems
  • Experience in developing and managing procurement and logistical
    procedures and policies
  • Skills and knowledge in operational sustainability and capacity
    building
  • Strong writing, presentation and reporting skills
  • Demonstrated ability to represent organization in National and
    Regional-level forums
  • Demonstrated ability to develop and stream-line national policies
    and procedures
  • Knowledge of operational safety and security practices, including
    developing standard operating procedures, incident tracking, and
    evacuation protocols
  • Proven capabilities in leadership required
  • Strong negotiation, interpersonal and organization skills
  • Proficiency with MS Word, Excel, PowerPoint…etc
  • Ability to read, write, analyze and interpret, technical and
    non-technical in the English language;
  • Ability to effectively present information and respond appropriately
    to questions from senior managers in the field and HQ, counterparts,
    senior government and other related regional players.
