The Uganda Episcopal
Conference (UEC) is the legal body of Catholic Bishops of Uganda implementing
the Kampala HIV/AIDS Protect through its Health Department with funding from
the infectious Diseases institute (IDI) Under the inter Medical Bureau
Coalition, (IBG) the project provides comprehensive HIV/AIDS services in
Private-Not For-Profit (PNFP) Health Care Facilities (HCFs) in Kampala and
Wakiso Districts.
Job Summary:   The Project 0fficer—Other HIV Prevention
oversees all aspects related to behavioral and structural HIV prevention
activities for priority and key populations. He/she is responsible for activity
planning, execution/implementation, capacity building, quality management,
supporting M& E and ensuring that objectives and targets are achieved in
alignment with PEPFAR and MOH policies and standards. He / she is expected to
adopt a combination approach to HIV prevention that is consistent with value
systems of the IBC parent religious organizations.
Key Duties and Responsibilities: 
  • Support HCFs and other religious structures as appropriate in
    designing high quality and evidence-based HIV prevention activities.
  • Ensure that all the behavioral and structural HIV prevention
    interventions are in line with national policy guidelines.
  • Design innovative and cost-effective demand creation community
    mobilization activities that will lead to increased uptake of HTS and
    linkage to HIV care services.
  • Provide technical guidance to HCFs in implementing community
    mobilization and outreach activities for Key and Priority population
    interventions.
  • Initiate and maintain strategic partnerships that will advance the
    IBC’s HIV prevention efforts in collaboration with other stakeholders
  • Work with other partners in designing and/or reviewing HIV
    prevention IEC and other training materials.
  • Support and guide HCFs and other faith-based stakeholders in
    designing and implementing high quality gender sensitive and responsive
    HIV prevention interventions,
  • Plan and conduct mentorship and coaching programs for the HCFs.
  • Participate in developing of work plans and budgets, work plan
    reviews and help in monitoring progress towards set targets.
  • Document best practices and lessons to share with relevant
    stakeholders.

Qualifications, Skills and Experience: 
  • The applicant must hold a University Degree in Social Work,
    Community Development Nursing Public Health or other related field. Post graduate
    training in Public health, Project Planning and Management will be an
    added advantage.
  • A minimum of five years’ experience in the public health sector
    including HIV prevention programming
  • Demonstrated leadership and technical experience, working with
    different stakeholders at all levels
  • Experience in training, mentoring, supervising and managing staff in
    both health facility and community settings
  • Knowledge of MOH and PEPFAR policy guidelines on HIV care, treatment
    and prevention.
  • Experience and knowledge of Combination HIV/ Prevention programming
    including targeted services tor critical sub population categories,
  • Experience working with MOH structures and Faith based structures in
    Uganda 1
  • Ability to communicate clearly and concisely
  • Demonstrated initiative and ability to work independently with
    minimum supervision, ability to work under time constraints in order to
    meet deadlines
  • Ability to organize, schedule, and coordinate activities and
    projects with the ability to establish and maintain a cooperative working
    relationships with teams and partners
  • Excellent computer skills: Windows, MS Office (Word, Excel,
    PowerPoint, internet, and e-mail)
