is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.
Job Summary:  The Vulnerability Analysis and Mapping (VAM)
Officer will contribute to the VAM evidence base that supports food security
and nutrition policies and programmes (e.g. needs assessment and situation
analyses, programme design, targeting, cost effectiveness, and operational
efficiency).
Key Duties and Responsibilities: 
  • Actively contribute to the continuous analysis of food security and
    nutrition of Uganda and participate actively in internal decision making
    for the strategic and technical alignment of WFP’s activities to the
    hunger realities of the country;
  • Foster partnerships with the government of Uganda, UN partners and
    non-governmental organisations to improve vulnerability analysis, pursue
    consensus and strengthen capacities;
  • Lead and manage all VAM projects (including assessments, analysis,
    reporting and training) and ensure high quality and timely execution;
  • Supervise the Vulnerability and Mapping (VAM) team, including the
    development and tracking of individual and team work plans and performance
    of other project management functions, including budget tracking;
  • Coordinate with internal stakeholders, including Outcome Managers
    and Activity Managers, on information and analysis requirements and
    actively contribute to continuous improvements to WFP’s programme design,
    strategic planning and the implementation of activities;
  • Provide leadership on all AME-led capacity strengthening and other
    collaborative efforts with government ministries, departments and
    agencies;
  • Act as a resource person and lead in the design of outcome
    measurement studies across the WFP Uganda programme portfolio;
  • Ensure the collection of relevant, valid and high quality nutrition
    data, through implementation of recommended field procedures and
    conducting technical checks on data;
  • Continuously build team capacity in Food Security and Nutrition
    Analysis, and provide leadership in innovative approaches to communicate
    results in support of evidence-based programming;
  • Ensure that a robust database of indicators relating to Food
    Security and Nutrition is maintained;
  • Assist in preparing/updating of early warning, risk analysis and
    contingency planning in order to respond to humanitarian crises;
  • Provide guidance on market analysis conducted in the unit and act as
    a technical resource person in discussions on food assistance modalities particularly
    regarding cash transfers;
  • Other as required.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Vulnerability Analysis and Mapping (VAM) Officer job placement
    should hold an advanced University degree in any of the following areas:
    Agriculture,  Economics, Food
    Security, Statistics, Data Science, Nutrition, Geography, Geospatial
    Mapping, Rural Development or other related field
  • A minimum of four years of working experience in development, food
    security, Nutrition or related field
  • Demonstrated proficiency in the use of statistical tools and methods
    for quantitative food security analysis, and in the use of database
    software and information management tools
  • excellent report writing skills
  • Good working knowledge and experience in using MS Office
    Applications
  • Demonstrated proficiency in the use of several statistical tools and
    methods for food security analysis.
  • Developed practical expertise in food security analysis and mapping
    by participating in multiple assessments in countries, including the
    design, data collection and analysis.
  • Demonstrated technical knowledge and understanding of WFP
    vulnerability mapping systems and emergency assessment standards.
Competencies:
  • Food Security Analysis: Demonstrates ability to conduct structured food security
    analysis—Identify underlying macro and micro factors impacting food
    security of communities and countries. Provides findings and
    recommendations for the programmatic response.
  • Food Security Monitoring: Manages the implementation of food security monitoring systems.
    Investigates any observed anomalies in the datasets and informs program
    management for operational response.
  • Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS,
    etc.) Provides managerial and technical guidance for designing and
    conducting analyses, including computation, interpretation, and
    presentation of results for food security surveys and key indicators
    (comprehensive food security and vulnerability surveys, food security
    monitoring, implementing mobile surveys, market analysis, food consumption
    scores, coping strategies indices. data disaggregation, etc.)
  • Food Security Assessment: Leads all aspects of surveys including design, implementation,
    analysis, findings and reporting. Ensures that assessment findings are
    easily translated into operational programmatic response.
  • Strategic Operational Understanding:
    Demonstrates strong understanding of country operations to participate in
    response analysis exercises to improve the cohesion between analytical
    findings and programmatic response. Constructs evidence base underlying
    technical and policy advice given to stakeholders.
