About USAID RHITES-N Project:
RHITES-N, Lango will
contribute to improving key population- based national health indicators; build
the capacity of the Ugandan government to carry out a sustainable and locally-
driven response to the HIV epidemic, while also improving TB, malaria, nutrition,
MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design
and implement health system strengthening strategies to scale up high-impact,
evidence-based interventions at the national, sub-regional, district, and
community levels. Interventions will include VMMC, virtual elimination of
mother-to-child transmission of HIV, antiretroviral therapy, and condom
education and distribution. JSI will focus where the greatest impact can be
realized, with a priority on hard-to-reach and high-HIV-prevalence locations.
RHITES-N, Lango is a five-year contract. The JSI team includes Amref Health
Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge Group.
Key Duties and Responsibilities: 
  • Take lead in, and overall oversight over and coordination of,
    implementation of HIV testing services in all health facilities and
    communities in the Lango region, including Key populations and Priority
    populations.
  • Take lead in the implementation and scale up of the new HTS
    strategies / innovations and plans as guide by USAID and MOH.
  • Provide overall coordination of USAID/RHITES-N, Lango project, MOH
    and district planning and coordination meetings and activities for HIV
    testing services.
  • In collaboration with the M&E team, ensure that reporting and
    documentation of results from the HIV testing services is done timely and
    is of acceptable quality
  • Coordinate provider skills strengthening activities for all
    components of HIV testing services at the project supported health
    facilities
  • Provide technical assistance for development of HIV testing services
    plans and build capacity for HTS at RHITES-N, Lango facilities through
    trainings and on site mentorship activities using the national curriculum,
    guidelines and protocols
  • In collaboration with the project community teams, establish/
    strengthen community systems to support improving access to quality HTS.
  • Integrate quality improvement in HTS: establish and maintain an HTS
    QI collaborative and ensure a database is developed to track progress
  • Support the development of facility level performance evaluation
    indicators for all process improvement teams for HTS.
  • Provide technical support, supervise, and facilitate the District
    health teams, health facility HTS teams and District Project coordinators
    to effectively implement and report HTS activities (including routine
    on-site and virtual support through telephone, e-mail, etc.)
  • Support facilities and districts to develop and monitor HTS action
    plans; follow up and monitor progress on their implementation.
  • Work with all the technical teams at the project to ensure
    integration of HTS in all program areas.
  • Develop and submit quarterly, annual and ad hoc HTS activity
    progress reports
  • Monitor the implementation of planned activities for HTS through
    periodic consultations, progress review meetings, reports review, and
    field visits; providing feedback for improving performance
  • Conduct HTS operational research activities involving the project
    supported health facilities
  • Identify and document best practices
  • Perform any other duties assigned by the supervisor

Qualifications, Skills and Experience:
  • The applicant for the Program Officer HIV Testing Services USAID
    RHITES-N job placement should hold a Diploma or Degree in Health Services
    and additional training in the field of HIV testing services
  • At least two years of working experience in a similar job
  • Experience working with MOH or PEPFAR funded projects is desirable.
  • A clear and concise understanding of the HTS issues relating to GOU
  • Experience and knowledge of integrating Quality improvement
  • Good communication, team building, innovative skills
