About US:
Action for Health
Uganda (A4HU) is a youth empowerment organization dedicated to mainstream young
peoples’ engagement in socio-economic development and promoting Sexual and
Reproductive Health and rights (SRHR). A4HU was registered in October 2017 as a
new entity to take over the operations of DSW (Deutsche Stiftung
Weltbevoelkerung) in Uganda. For the past 18 years DSW has supported the
implementation of a portfolio of projects to improve sexual and reproductive
health of young people in Uganda.
Job Summary:  The PCU Coordinator will manage staff within
the PCU, including the PCU Communications and Advocacy Coordinator and the PCU
Monitoring and Evaluation Coordinator, and will be overall accountable for
their performance. The PCU Coordinator is responsible for the successful
delivery of the program overall and he/she will lead on the implementation of
individual outputs and outcomes related to M&E, communications and
visibility and capacity developing. During this pilot phase of the program, the
PCU Coordinator will strength linkages and synergies between the local
partners, lead on stakeholder engagement, consolidate reports, ensure donor
compliance, and provide strategic guidance with regards to the program
operations as well as its scale-up strategy. The UCU Coordinator will have a
direct reporting line to the Program Coordinator at DSW Germany.
Key Duties and Responsibilities: 
Planning and
Strategies:
  • Work in close collaboration with all consortium partners, the PCU
    and DSW Germany, lead on the preparation of quarterly work plans and cash
    flow projections for approval.
  • Strengthen linkages and synergies within the consortium.
  • Support the Program Coordinator at DSW Germany in preparing
    strategic recommendations including with regards to the scale-up strategy
    of the pilot program.
Project
implementation and reporting:
  • Steer the effective and efficient program implementation according
    to the donor’s requirements and DSW regulations.
  • Prepare and submit high quality narrative and financial reports to
    DSW Germany including ensuring timely and quality reporting by all
    consortium partners in line with pre-agreed reporting schedules.
  • Facilitate regular partner update and planning meetings including
    meetings of program’s advisory and operational governance bodies in
    Uganda.
Coordination with
outside partners:
  • Build and maintain good relationships with external stakeholders,
    including government agencies, NGO’s, donors and others.
  • Represent DSW and the consortium towards an internal and external
    audience including at the district and national level.
Monitoring and
Evaluation:
  • Work in close collaboration with the PCU M&E Coordinator, ensure
    that appropriate monitoring tools and systems are in place and effectively
    used by consortium members.
  • Support the PCU M&E Coordinator in regular day-to-day M&E
    activities, including reviewing monitoring visit reports and ensuring that
    the impact of program interventions is measured and documented and lessons
    learned are elaborated.
  • Support the PCU M&E Coordinator in the management of program-
    wide M&E activities, including an external M&E study and the
    development of a basic training curriculum.
Budgeting and
Budgetary Control:
  • Work closely with the PCU Finance Coordinator to ensure that project
    budgets are followed as per donor requirements.
  • Review and submit financial requisitions from consortium members for
    submission to DSW head office in a timely manner.
  • Support the PCU Finance Coordinator in reviewing financial reports
    submitted by consortium members, in tracking budget expenditure and in
    ensuring that all expenses are within the program budget and properly
    accounted for.
Management and
Training of Staff:
  • Manage PCU staff in accordance with organizational policies and
    regulations including providing support with regards to day to day
    operational procedures and decisions, work plans and budgets.
  • Conduct performance appraisals.
  • Identify capacity building/training needs of consortium staff,
    develop strategies to address the needs and plan and facilitate workshops
    or trainings where appropriate.
Communications:
  • Work closely with the PCU Communications Coordinator in the design
    and production of key communication resources and in managing internal and
    external communications processes.
  • Support the PCU Communications Coordinator in the planning and
    execution of youth empowerment and advocacy activities, including at the
    national, district, community and household level.
  • Responsibility for assigned adhoc duties   
  • Perform any other duties that may from time to time be assigned by
    the immediate supervisor.

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a master’s degree in Project Planning
    and management or related discipline.
  • A bachelor’s degree in Social Sciences, Gender studies, Project
    Management.
  • Post-graduate diploma in Project Planning and Management or other
    appropriate post graduate degree is an advantage.
  • At least ten years of experience in a similar position.
  • A minimum of five (5) years’ experience in a supervisory and
    managerial role.
  • Sound technical expertise in (at least one of) the following
    thematic areas: SRHR, family planning, youth empowerment, WASH, agro-business
    or advocacy
  • Competence in computer skills is a MUST (word processing and Excel
    spread sheets).
  • Experience with multi-sectoral approaches
  • Experience in managing institutionally funded large scale consortia
    programs
  • Fluent in English language, oral and written.
