electricity from the generating companies and selling the electricity in bulk
to the distribution companies throughout Uganda. UETCL is also responsible for
all exports and imports of electricity to Uganda. UETCL envisions: “To become a
leading strategic business partner in the transmission and Single Buyer
Business and to support sustainable energy development in Uganda.”
Job Summary:   The Projects Engineer – Electrical will
assist in management and supervision of the execution of power transmission
plans to meet the future demand in line with company objectives.
Key Duties and Responsibilities: 
Engineering Design,
Procurement & Works Supervision
  • Manage all project activities from detailed design to successful
    commissioning of power transmission lines and substations in fulfillment
    of company objectives and strategies.
  • Actively participate with Planning & Investments department to;
  • Carry out system studies to identify network constraints and
    recommend optimum solutions to meet existing and future power demands.
  • Prepare conceptual designs, bills of quantities, cost-benefit
    analysis and tender documentation for the design, manufacture, testing,
    supply, construction, installation and commissioning of transmission
    substations and lines in accordance to engineering standards and
    procurement guidelines.
  • Identify optimal substation sites and line routes and provide
    technical support in the acquisition of right-of-way. 
  • Prepare/review design calculations, specifications, drawings of
    transmission line and substation power systems, equipment, earthing,
    protection, control and communication systems in liaison with end-user
    departments.
  • Give technical support during the bidding process in the
    coordination of bid clarification, pre-bid site visits, bid evaluation,
    and pre-award meetings, and preparation of draft contracts.
  • Prepare project implementation and procurement plans and track the
    implementation.
  • Coordinate the project kick-off and site handover.
  • Review detailed engineering designs, drawings and technical
    specifications of transmission line and substations prepared by
    contractors and their suppliers.
  • Ensure conformity of designs, drawings, manufacturing processes, and
    installations
  • Ensure conformity of designs, drawings, manufacturing processes, and
    installations to specified engineering standards and best engineering
    practices.
  • Review contractors’ method statements and procedures for quality
    assurance.
  • In liaison with user departments, witness, review and sign-off
    factory/laboratory/ site acceptance tests of equipment, material and
    works.
  • Supervise, monitor and report on the progress and quality of
    equipment, material and works and recommend corrective actions wherever
    necessary inclusive of coordination of network switching operations.
  • Verify Consultants’ and Contractors’ interim and final invoices
    against agreed project milestones and deliverables.
  • Review and advise on change proposals and ensure validity of
    contract amendments.
  • Review commissioning protocol and coordinate the inspection and
    commissioning tests of completed installations and works and subsequent
    UETCL’s takeover of operationally accepted facilities with verified
    as-built documentation and operation & maintenance manuals.
  • Monitor the operational performance of installed facilities during
    Defects Liability Period and ensure that identified snags are rectified by
    the contractor.
  • Monitor and ensure effective coordination between UETCL,
    Consultants, Contractors, Financiers, and all other project stakeholders
    to attain execution of the contract scope within approved budget and
    timelines.
  • Ensure compliance to safety, social, health and environment
    regulations and project-specific requirements.
  • Identify, Monitor and assess project risks and execute necessary
    mitigation measures.
  • Preparation of reports for different stakeholders.
  • Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Bachelor’s degree in
    Electrical Engineering.
  • Professional registration with relevant body.
  • Minimum of six (6) years of professional working experience in power
    system projects.
  • Must have Project Management skills. 
    Must have in-depth knowledge of Industrial & SHE regulations.
  • Experience in managing multi -lateral financed projects.
  • Experience in PPDA and donor-funded procurement guidelines and
    reporting practices.
  • Computer literacy in Ms Projects or similar project scheduling and
    monitoring tool.
  • Must possess a valid National Driving Permit.
  • Must have Analytical skills, Communication skills, Interpersonal
    skills, Supervisory skills, Report writing skills.
  • Must be able to withstand stressful work situations and have
    willingness to work long hours outside the normal hours.
  • A person of high integrity, must be highly motivated, innovative and
    a committed team player.
  • Must be willing to travel extensively and be away from duty station
    for extended periods.
