Uganda (A4HU) is a youth empowerment organization dedicated to mainstream young
peoples’ engagement in socio-economic development and promoting Sexual and
Reproductive Health and rights (SRHR). A4HU was registered in October 2017 as a
new entity to take over the operations of DSW (Deutsche Stiftung
Weltbevoelkerung) in Uganda. For the past 18 years DSW has supported the
implementation of a portfolio of projects to improve sexual and reproductive
health of young people in Uganda.
Job Summary:  The Project Officer – SHR will support,
project design, implementation,
monitoring, reporting and capacity-building initiatives. Responsible for
activities in 50 Youth Clubs and 5 YECs and the wider community; ensures timely
planning and implementation of the program; submits activity reports to the
A4HU Project Manager.
Key Duties and Responsibilities: 
Organizational
Development
  • Development of recommendations for strategic, cost-effective and
    sustainable structures and processes of programming & resource
    mobilization within the organization
  • Support the development of strategies, procedures and guidelines to
    identify and secure partnerships with individuals, institutions and
    organizations which are positioned to effectively complement and support
    resource mobilization and project/programme implementation
  • Support the development of training and coaching programs with
    regard to resource mobilization & programming
  • Support the development and implementation of quality standards for
    proposals & reports
  • Support the Project Manager in the implementation of organisational
    policies and procedures
  • Support the Project Manager in developing training and coaching
    programmes with regard to community work
Management
  • Coordinate and monitor youth clubs and Youth Empowerment Centers
    including the development of clear goals / targets
  • support negotiation of partnership arrangements and budgets;
    coordinate teaming agreements, memoranda of understanding, and other
    institutional agreements with partners
  • Monitor progress of project implementation against work plans and
    budgets
  • Ensure in coordination with the youth clubs timely and quality
    results of project implementation and reporting (narrative and financial)
    (to donors and according to guidelines and procedures)
  • Ensure impact assessments are conducted regularly
  • Support resource mobilization efforts to ensure funds for projects  are available
  • Operational responsibilities
  • Generate and review reports for quality control.
  • In cooperation and coordination with other team identify and engage
    with new strategic partners as well as with new potential donors
  • In cooperation and coordination with other officers strengthen and
    maintain relationships with current partners and donors
  • Represent the organisation in interactions with international donor
    organizations, governments, foundations, and the private sector
  • Any other duties assigned by the supervisor

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a BA degree in social science or
    community development or equivalent
  • At least three years of relevant experience in working with a non
    for profit organisation or a reputable community based organisation
    preferably working with young people
  • Knowledge in Sexual Reproductive Health and Rights (SRHR) is a MUST
  • Experience in designing youth programmes.
  • Experience in training and creative facilitation.
  • Knowledge of local Government development structures and policies
  • Experience working with rural communities especially community
    mobilization and networking
  • Experience of working with youths groups
  • Excellent interpersonal skills, team work and ability to work
    independently
  • Excellent communication skills in spoken and written English.
  • Excellent computer skills
