About Fleming Fund Grants Programme:
The Fleming Fund
Grants Programme will assist LMICs by providing the technical support, grant
funding and other support necessary to improve surveillance and use of data on
antibiotic resistance. A number of funding streams will be delivered in
selected countries and regions in Africa and Asia. The majority of funds will
be invested to support the implementation of individual countries’ National
Action Plans for antimicrobial resistance to ensure country ownership,
alignment of approach with stakeholders, and sustainability.
Job Summary:  The Regional Monitoring and Evaluation Officer
will be responsible for leading on M&E matters in relation to Fleming Fund
country and regional grants awarded within the region. The position is for an
M&E expert based within the Regional Team who will be predominantly
responsible for monitoring and managing grant achievements and results. 
The entire Fleming
Fund Grants Programme will be evaluated by an independent evaluation team, who
have been appointed by the UK Department of Health. The successful candidate
will have grant /programme evaluation experience to inform monitoring practice
and application that feeds into the ongoing development of a strong monitoring
system, that is relevant for evaluation needs. Primarily, this position will be
responsible for ensuring grantees are supported adequately to be compliant with
programme M&E needs. This will involve working closely with grantees,
ensuring they understand the requirements and have the capacity to fulfil them.
The position is also to support the regional and core HQ management teams in
the end-to-end process of grant management. The role will help to ensure the
highest quality professional standards in the conduct and implementation of the
Fleming Fund Grants Programme. This will entail working as part of a team, with
support from experts in the regional office and HQ level. There will likely be
high-level liaison with partners in the region, from grantees to national
governments, and agencies such as: WHO, FAO and OIE. The role will include
regular travel to multiple countries within the region for on-site verification
and partner liaison.
Key Duties and Responsibilities: 
  • Participate in application review process, with responsibility for
    reviewing robustness of applications for: activities against objectives; target
    and milestone logic; initial country selection of indicators; and
    completeness of baseline data.
  • To work with grantees to develop a grant log frame (includes agreed
    indicators; milestones, and verification of baselines as much as possible
    etc.)
  • Participate in the orientation and training of grantees for routine
    reporting, including indicator calculation with use of indicator
    dictionary.
  • To monitor routine grant reporting for all approved grants within
    the region (country grants + Fellowships). This includes: completeness,
    timeliness, internal consistency and accuracy, and trends over time.
  • To ensure regular data verification + quality assurance checks are
    conducted at the country level.
  • This will include the commissioning + oversight of expert technical
    assistance (TA), as well as on-site visits, as relevant.
  • In conjunction with the regional team, ensure timely identification
    of grantee TA needs.
  • Where appropriate, be responsible for the sourcing and oversight of
    TA support.
  • To ensure quarterly grantee reports are centrally logged in a timely
    manner on programme software.
  • To lead the writing of a quarterly synthesis report (M&E) on all
    awarded Regional Grants, in accordance with agreed guidelines /template.
  • To be the M&E focal point for regional grantees.
  • To engage in routine grant review meetings /communication with the
    HQ team.
  • To support the requirements from the independent evaluators, as
    advised by the Regional Coordinator and /or HQ.
  • Participate in regional grantee meetings, as appropriate.

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Higher Education (post-graduate)
    degree in related discipline: e.g. public health; veterinary, laboratory
    science; development studies.
  • Relevant courses in M&E technical areas
  • Previous experience working in grant /programme implementation in
    low- and middle-income settings
  • Experience in monitoring, evaluating programmes, particularly
    multi-site but preferably multi-country programmes.
  • Experience developing results frameworks (e.g. log frames or similar
    results tracking tools)
  • Experience working with multiple stakeholders at a senior level
  • Demonstrated ability to work within teams in a multi-disciplinary,
    multi-country environment, including ease working in multi-cultural,
    multi-lingual working environments.
  • Country based experience relevant to the regional location of this
    position
  • Strong problem-solving skills and ability to analyse problems and
    select remedies and opportunities
  • Ability to review and analyse data findings and results
  • Excellent written communication and report writing skills, including
    providing data summary syntheses and recommendations
  • Demonstrated ability to work collaboratively: communicating,
    building relationships, and influencing effectively with colleagues,
    clients, and stakeholders
  • Excellent verbal and interpersonal and teamwork skills
  • Able to multi-task, work to deadlines, and maintain a critical
    overview of interrelated tasks, projects, and issues, ensuring delivery
    according to targets and timelines
  • Demonstrated experience of situating programme results within a
    broader implementation context (e.g. against expenditure and budget
    frameworks)
  • Excellent written and oral English language skills
