Job Summary:  The Project Accountant will provide financial
management support for projects implemented by the Uganda Country Office,
including budget development and monitoring, producing donor reports and
reconciliation of projects and their close out. He/She will also ensure
projects are Implemented in compliance with both country and WWF regulations as
well as donor requirements.
Key Duties and Responsibilities: 
Planning and
Budgeting
  • Provides support to the development of budgets (proposals and
    projects), ensuring all requirements for the project implementation are
    covered and ensuring appropriate cost recovery.
  • Assists with preparation of incoming and outgoing contracts and
    monitors compliance with contractual terms.
  • Establishes quarterly forecasts in collaboration with Project
    Managers.
  • Attends projects inception meeting and ensures that all financial
    donor requirements are adequately communicated to Project Managers.
Project
Implementation:
  • Timely submission of call of funds for all projects.
  • Supports and trains project managers in tracking their budgets to
    ensure there is no overspend. Monitors burn rates and verifies budget
    availability for any commitment.
  • Reviews fund requests and programme work advances by field offices
    to ensure timely transfers.
  • Supports Project Management in developing partner /sub-grantee
    budgets and agreements, ensuring accuracy, timeliness and compliance.
  • Maintains a schedule of payments to partners I sub-grantees to
    ensure timely transfers and maintains accounts reconciliation.
  • Review partners accountability reports, and supports partners to
    ensure compliance with donor regulations and timely reporting.
  • Takes part in project review meetings to highlight finance related
    matters and provides advice on financial matters.
  • Actively participate in training and capacity building activities
    for partners and non-finance staff.
Reporting:
  • Account coding to ensure proper capture of financial information in
    the accounting software.
  • Prepare timely and accurate financial reports as per donor
    requirements to donors and managers‘
  • Ensure that financial information is complete and accurate, and
    provides regular financial analyses to Project Managers and the Finance
    Manager as and when required.
  • Ensure the reports are reconciled with the accounts.
  • Monitors individual project cost recovery, provides monthly reports
    on cost recovery and advises on areas that need addressing.
Audit, closing end
others:
  • Works closely with Project Managers to ensure proper closure ot
    projects. final reports submitted and all income collected ensuring all
    donor requirements on assets are followed.
  • Work closely with the Finance Managers to plan and coordinate
    project specific audits. Ensure recommendations are implemented in a
    timely manner. Also supports the Office in internal and external audits.
  • In coordination with Financial Analyst, Finance Manager and M&E,
    participates in field visits to review the financial management of the
    project and train field staff as required.
  • Provide training to Project Managers in financial matters.
  • Performs any other duties assigned by the Finance Manager and
    Financial Analyst.

Qualifications, Skills and Experience: 
  • The applicant for the World Wide Fund for Nature (WWF) Project
    Accountant job placement must hold a Bachelor’s Degree in Commerce,
    Accounting, Business Administration or related field.
  • At least level 2 Professional accounting qualification i.e. CPA/ACCA
  • A minimum of three years of working experience in finance/accounting
    field 4 (NG0 experience would be an advantage) .
  • Good knowledge of accounting including reporting requirements of
    major Bi-lateral Aid Agencies;
  • Experience of working with accounting software Enterprise Reporting
    Systems
  • Good written and spoken English skills.
  • Strong work ethic and proactive ability
  • Ability to work in a team as well as in a multi-cultural work
    environment;
  • Excellent interpersonal skills
  • Good administrative skills with and ability to work well under
    pressure;
