Job Summary: The Humanitarian Coordinator will oversee the design, coordination, and implementation of humanitarian interventions, ensuring compliance with donors’ and organizational standards. This includes leading emergency preparedness and response planning, coordinating with local authorities and humanitarian actors, enforcing adherence to donor guidelines, collaborating with MEAL systems for monitoring and reporting, and building the capacity of local partners and communities to strengthen resilience and response mechanisms.

Position Overview

The Project Coordinator is responsible for ensuring the coordination of effective implementation of the project aimed at strengthening health and nutrition systems and improving equitable access and quality of maternal, newborn, and child health services for refugee and host communities in Adjumani.

He/she oversees and coordinates the delivery of all project components, including:

Evidence generation and research to identify barriers and inform best practices (Result 1).

Improving access to quality maternal, newborn, and child health services, such as antenatal care, skilled birth attendance, family planning, and management of childhood illnesses (Result 2).

Strengthening community-based nutrition services, including training of health workers, Village Health Teams, and caregivers, as well as improving early detection and management of acute malnutrition (Result 3).

Community engagement and policy influence, including awareness campaigns, policy dialogues, advocacy materials, and support to cultural and religious leaders (Result 4).

Multi-stakeholder coordination and MEAL systems, including consortium management, risk monitoring, joint field visits, evaluations, and feedback mechanisms (Result 5).

The coordinator provides technical guidance, administrative and financial oversight, team supervision, and coordination with district authorities, partners, and humanitarian actors. The position ensures that the project delivers measurable, relevant, and sustainable improvements in the health and nutrition status of women, newborns, and children under five in both refugee and host communities.

Key Duties and Responsibilities:

Project Coordination and Management

  • Coordination: Facilitate effective collaboration and communication between the three consortium partners to ensure smooth implementation and synergy, by organizing coordination meetings, participating in coordination mechanisms, tracking and facilitating accomplishment of agreed actions, including follow-up on these actions
  • Coordinate the implementation of the project according to the approved plan, logical framework, and budget.
  • Coordinate, supervise, and support the project team, ensuring clarity of roles, performance monitoring, and technical guidance.
  • Ensure effective mainstreaming of gender, age, disability inclusion, protection, and do-no-harm principles across all activities.
  • Coordinate with Finance, Logistics, HR, and Operations departments to ensure proper use of resources and compliance with AeA and donor procedures.
  • Identify operational and contextual risks and propose relevant mitigation measures.
  • Coordinate project implementation and provide technical support to implementing teams and partners, including close coordination with the area manager and HQ
  • Monitor quality: Track the quality of project implementation by monitoring compliance with donor requirements, technical standards, and recommend best practices in collaboration with technical referents from HQ and MoH. Facilitate the design and implementation of program quality tools according to teams’ needs and recommendations.
  • Elaborate internal and external reporting to donors and internally in close coordination with the support department and the MEAL coordinator.
  • Collaborate with the Operations departments on financial follow-up, human resources, logistics, and procurement for the project, assuring compliance with donor and Ayuda en Acción’s regulations.
  • Prepare and share regular updates on humanitarian context intervention.
  • Coordinate project reviews and evaluation in close coordination with MEAL Manager, ensuring accurate data is collected and applied in interim and final reports on humanitarian interventions.

Relationships with key stakeholders

  • Represent Ayuda en Acción Uganda in clusters and other coordination fora, ensuring Ayuda en Acción is positioned as an organisation with a high level of technical expertise and relevant inputs in addressing humanitarian needs.
  • Support coordination with local governments, donors, UN agencies, national and international NGOs, beneficiary group representatives, consultants, etc., related to Ayuda en Acción’s humanitarian programme.
  • Guided by SMT, coordinate with Alliance2015 partners in Uganda on common humanitarian strategy and interventions.
  • Maintain relationships with donors and support the development of new partnerships in close coordination with the District and HQ team.
  • Represent AeA at meetings, conferences, and forums, when requested and in close coordination with the consortium members
  • Ensure the project’s achievements are communicated effectively to external stakeholders, including La Caixa and the wider humanitarian community.
  • Prepare necessary documentation, such as reports, presentations, and organizational documentation, to share with Consortium stakeholders, including briefings for external entities.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Ensure systematic data collection aligned with project indicators and MEAL tools.
  • Prepare internal and external project reports (monthly, quarterly, and final) according to institutional and donor requirements.
  • Coordinate evaluations and support audits as required.
  • Document lessons learned, success stories, and project innovations.

External Coordination and Representation

  • Represent Ayuda en Acción in coordination platforms, including local government forums, UN cluster meetings, NGO networks, and partner meetings.
  • Maintain strong communication and coordination with implementing partners to ensure coherent technical and operational execution.
  • Ensure project visibility follows AeA and donor guidelines.
  • Support as a technical resource for other proposals that may be submitted in the humanitarian sector.

Security and Context Monitoring

  • Monitor the humanitarian and socio-political context in Adjumani and provide updates to the senior management team.
  • Report incidents and risks in a timely manner following AeA procedures.

Reporting

  • Consolidate implementing partner reports, review, and ensure consistency across all submission documents, including Annexes, highlighting key achievements, challenges, and learning.
  • Plan and coordinate donor reporting processes, including the definition of roles and responsibilities of each partners; compiling, editing, and providing feedback to ensure the development of high-quality reports, plans, and other related key documents.
  • Guarantee timely submissions, complying with donor reporting requirements.
  • Support documentation of lessons learnt, best practices, and proven innovations in program design, implementation, monitoring, and reporting to improve program design and implementation strategy.
  • Produce the narrative on activities, bi-nnual, and annual reports, including key figures The Coordinator will report to the Regional Programme Manager, AeA

Qualifications, Skills and Experience:




Required:

  • Hold a graduate degree or equivalent in a related profession, project management, public health, international relations, political science, or another relevant field.
  • Minimum 5 years’ experience in international development or humanitarian projects, with at least 2 years in project management roles.
  • Facilitate the design and implementation of program quality tools according to teams’ needs and recommendations.
  • Experience in refugee or emergency settings, or other complex humanitarian environments.
  • Prior experience in consortium and multi-partner projects/grants financed by institutional donors is essential for this position.
  • Proven experience working with bilateral or multilateral donors; strong skills in budget management and compliance.

Desirable:

  • MEAL in Design: Developing project-level theories of Change, initial assessments, Log frames, related MEAL system tools and components, and accompanying MEAL narratives.
  • Monitoring: Implementing monitoring activities, including the timely collection of quality data, the setup and maintenance of databases, the facilitation of participatory reflection on monitoring results, and the submission of timely progress reports.
  • Accountability: Improving our accountability to a range of stakeholders through increased participation, transparent communication, responsive feedback mechanisms, and adherence to AeA quality standards and requirements.
  • Analysis and Critical Thinking: Engaging with data, challenging biases and assumptions, posing thoughtful questions, pursuing a deeper understanding of evidence through reflection and perspective-taking, and making informed programming decisions.
  • ICT for MEAL: Applying knowledge on information and communication technologies (ICT), both hardware and software, for opportune and accurate data collection, database management, and conducting

  • High sensitivity to security issues.
