Job Summary:  The Head of Procurement is a senior role
within Group Procurement where the role holder will be accountable for delivery
of procurement related activities for a country within Barclays Africa covering
a moderate annual spend/budget up to £25m GBP. The role holder shall assist the
Group Chief Procurement (CPO) to deliver the Group Procurement agenda within
their country. As required by the CPO , the role holder shall be accountable
for the delivery of both in country and pan African, initiatives e.g. to
improve the commercial, cost, income, risk, compliance or service performance
of the supply base across all Africa business units.
Key Duties and Responsibilities: 
 Procurement/Sourcing
– 40%
  • Formulating and leveraging relationships
    with key stakeholders in the country (see Stakeholder Management section
    below)
  • Operating as a ‘trusted commercial
    advisor’ for their BU (whether supplier related or not)
  • Raising the profile and selling the
    benefits of effective procurement processes and the  Group Procurement capability within the
    COUNTRY
  • Working within agreed engagement models
    between  Group Procurement and the
    COUNTRY and in particular, driving value from pan African deals
  • Qualifying opportunities, interpreting
    needs and securing resource to execute initiatives to improve the cost,
    income, risk, compliance or service performance of the supply base for the
    COUNTRY.
  • Working collaboratively across Global
    Procurement and the business to deliver the  Group Procurement and  BU agendas
  • Obtaining relevant commercial
    information from the strategic planning process and Change/SI Portfolio to
    feed into category plans/ BU Procurement agenda
  • Helping the COO/CPO to deliver the COUNTRY
    and Regional Procurement Plans
  • Reviewing the quality, commercial
    impact, risk profile and operational impact of deals for their country and
    ensuring an effective hand over from Group Procurement into BAU service
    management is performed
  • Representing the CPO and their COUNTRY
    at relevant Group Procurement and business forums
  • Assisting the COO/CPO to deliver against
    the SRM agenda for their country
  • Assisting the COO/CPO to deliver the
    supplier risk agenda for their country
  • Assisting the deployment of the Group
    Procurement Supplier Development and Citizenship agenda
  • Providing leadership and development for
    a team of highly motivated and capable procurement professionals
Stakeholder
Management – 10%
  • Ensuring self and Procurement Team
    exhibit world class relationship management with key stakeholders within –
  • The COUNTRY and are seen as a ‘trusted
    commercial advisor’ who clearly understands the COUNTRY’s priorities and
    strategic agenda; and Group Procurement to deliver against the COUNTRY and
    Group Procurement strategic agendas
  • Leveraging relationships with key
    stakeholders by –
  • Obtaining buy in to Group Procurement
    agenda/strategy/operating model and in particular promoting and
    pan-African deals
  • Delivering the annual procurement plan
    and objectives for the COUNTRY and ARBB
  • Obtaining decisions for deal
    escalations, resolving issues or removing ‘road blocks’
  • Canvassing internal  customer feedback and implementing
    action plans as a result
  • Being a ‘Go To’ person for Group
    Procurement engagement requests
  • Representing the COO/CPO/Group  Procurement within the COUNTRY and
    Group  Procurement forums
  • Communicating plans and strategy to
    different audiences (Suppliers, Clients), facilitating appropriate team
    members from country for strategic sign-off and operational duties
  • Managing clear stakeholder maps and an
    effective governance matrix (responsibility / accountability) for their
    country
  • Obtaining senior approval for deal memos
    within their COUNTRY (as and when required)
Commercial – 15%
  • Supporting the COO/CPO to influence the
    commercial agenda within their country in relation to ‘make versus buy’
    decisions, implementing African wide deals and providing procurement
    consultancy and advice
  • Assisting the COO/CPO to ensure
    performance from the Category and Shared Teams to deliver country and RBB
    Procurement Plans
  • Embedding processes which exploit
    commercial synergies and interdependencies including the need for a ‘one
    team’ approach to working across Global Procurement.
  • Ensuring that the Group Category Teams
    promote and encourage an outward focus on the supply base; that they
    pro-actively investigate supply market tracking and are receptive to
    innovation and change
  • Assisting the Group Category and Group
    Servicing Teams in developing appropriate sourcing and supply chain
    strategies (in-house / outsource) with relevant footprint (on-shore /
    near-shore / off-shore) for their COUNTRY and across ARBB
  • Feeding back business requirements to
    category teams to ensure delivery
  • Ensuring business alignment to category
    plans
  • Assisting the Group Category team to:
  • Identify & Implement pan-African
    sourcing opportunities
  • Understand the in-country supply base
    and market
  • Understand business requirements &
    strategy
  • Optimise supplier selections and reduce
    dependence on local suppliers
  • Working collaboratively across the RBB
    Procurement Team to deliver the Group Procurement and RBB agendas
  • Ensuring a rigorous analytical approach
    to Total Cost Management principles, displaying best practice in cost
    modelling and technical competencies related to assessment of outsourcing
    (i.e. people, systems & assets). 
    Focus on total acquisition costs including activity based review
    and understanding suppliers’ ‘cost drivers’
  • Providing expert commercial input to
    negotiations with suppliers and chosen service providers, where required
  • Obtaining relevant commercial
    information from the strategic planning process and Change/SI Portfolio to
    feed into category plans/Group Procurement agenda
  • Reviewing the quality, commercial
    impact, risk profile and operational impact of deals for their country and
    ensuring an effective hand over from Group Procurement into BAU service
    management is performed
  • Improving and maintaining R2P and PSL
    performance
  • Qualifying opportunities, interpreting
    needs and securing resource to execute initiatives to improve the cost,
    income, risk, compliance or service performance of the supply base for
    their specific COUNTRY and across Africa/RBB/the Group
Financial
Management – 10%
  • Assisting the COO/CPO to ensure delivery
    of the RBB benefits targets for the COUNTRY and, where necessary,
    assisting with other countries across ARBB (as directed by the CPO)
  • Development and delivery of the country
    Procurement Plan
  • Identifying the  target dependant deals within each Group
    Category Team and, with the assistance of the COO/CPO and  RBB Head of Spend Management, closely
    monitoring and supporting the delivery of these deals
  • Managing team costs and budget (as
    directed by the CPO)
  • Analyse spend and other data necessary
    to help look for opportunities to improve the cost, risk, service, income
    of their country
  • Assist with preparation and delivery of
    MI to their country
Risk Management –
5%
  • Assisting the CPO to ensure the supplier
    risk agenda for their country is managed effectively to ensure compliance
    with the SSMP
  • Acting as a delegate to the CPO for
    Supplier Principal Risk for their country
  • Supporting the implementation of the
    overall control framework within their country
  • Supporting remediation activities and
    dealing with escalations for risk and control issues within  their country (and takes ownership of
    driving local audit action points for local supplier issues)
  • Identifies risk and control issues and
    escalates to the CPO as required
  • Assists the AHOP to monitor and reviews
    the level of supplier related residual risk across the COUNTRY
Supplier
Relationship Management – 5%
  • Supporting the CPO to deliver the SRM
    agenda for their COUNTRY
  • Assisting category teams and service
    & suppliers managers to work collaboratively to deliver post contract
    benefits
  • Dealing with escalations and issues
    requiring senior management attention and to support decision making
Leadership – 10%
  • Providing leadership, line management
    and development for a team of highly motivated and capable procurement
    professionals

Qualifications, Skills and Experience:
  • The ideal candidate for the Barclays
    Bank Head of Procurement job should have proven experience in developing
    and implementing country focussed sourcing plans
  • Managing a high performance team
  • Excellent verbal and written
    communication skills; confident and articulate
  • Broad range of experience across several
    categories of spend
  • Graduate with excellent, proven Sourcing
    experience
  • Good understanding of the financial
    services industry
  • Excellent knowledge of appropriate
    commercial models and approaches/techniques necessary to achieve best in
    class deals.
  • Sound knowledge and application of
    contractual law for relevant territories covered by country.
  • Ability to develop innovative sourcing
    strategies to maximise value-add for – BU and implement best in class
    deals.
  • Analytical and financial understanding
    of service cost models and lifetime acquisition costs, in order to support
    negotiations and in-source/out-source decisions.
  • Excellent contract negotiation skills in
    order to tackle escalated issues with key suppliers at Executive and Board
    level and develop win-win situations.
