operations in various parts of the Country.
Job Summary:  The Programme Associate (Cash Based Transfer)
will work closely with the Programme Policy Officer for Cash Based Transfers
(CBT) to facilitate and support the design and implementation of cash transfere
programmes across WFP’s food assistance portfolio. The incumbent will provide
support to WFP’s efforts to ensure proper Cash Based Transfer Controls and
end-to-end accountability when expanding its cash based transfer programmes
across its portfolio.
Key Duties and Responsibilities:  Under
the direct supervision of the Programme Policy Officer responsible for Cash
Based Transfers (CBT), the incumbent will be responsible for the following
duties:
  • Work closely with WFP contracted Financial Service providers (FSPs)
    to ensure efficient cash distributions and verify that appropriate
    entitlements are disbursed;
  • Elicit requirements from all WFP functional units to develop and deliver
    cash transfer data reconciliation strategy, including strategic, tactical,
    and operational dashboards, subject area analysis, and support of
    performance management methodologies;
  • Provide support in reviewing of Standard Office Procedures (SOPs),
    to identify and document impacts on underlying processes, systems, people
    and the organisational structure;
  • Provide regular feedback to the CBT Coordinator regarding the
    progress of the distributions, including achievements and constraints as
    well as suggested improvement actions;
  • Support the organisation of regular consultative meetings involving
    other functional country office units (internal CBT Working Group) and
    external coordination meetings, such as the Interagency Cash Working
    Group;
  • Work with the Assessment, Monitoring and Evaluation (AME) unit to
    follow up on beneficiary complaints received through the toll-free line;
  • Carry out any other relevant duty assigned by the Coordinator.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Programme Associate (Cash Based Transfer) job placement should hold
    a university degree obtained from a recognised education institution in
    any of the following areas: Development Studies, Economics, Agribusiness,
    Business Management, Finance Management, Marketing or any related areas;
  • A minimum of three (3) years of progressively responsible support
    experience in rural development projects and/or operational aspects of
    commercial transactions;
  • Proven experience in cash transfers and operational reporting;
  • Previous experience in digital payment solutions in relation to
    agricultural development programmes and/or mobile financial services (e.g.
    Agency Banking, Mobile Money);
  • Strong data analysis and database management skills;
  • Experience in collaborative work with national governments,
    international NGOs and/or UN agencies;
  • Experience in big data analysis and visualisation and experience in
    BI tools e.g Power BI, Tableau
  • Experience working with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
Competencies:
  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
    variables and contextual factors that affect food assistance problems and
    programmes throughout the lifecycle to inform quality programme design or
    re-design.
  • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to implement,
    under guidance, food assistance programmes deploying the full range of
    transfer modalities with an understanding of basic principles guiding
    modality selection and implementation.
  • Broad Knowledge of Specialized Areas: Understands basic technical concepts
    and data and their relevance to food assistance programmes.
  • Emergency Programming: Displays capacity to provide inputs into the development,
    implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Government: Understands and applies basic
    principles of engagement with government counterparts at the national or
    local level.
