over 30 years.  Ambassador Deborah R. Malac currently heads the U.S
Mission to Uganda.  The Mission is composed of several offices and
organizations all working under the auspices of the Embassy and at the
direction of the Ambassador.

Job Summary:  The Housing Assistant will be responsible for
the overall administration of all residential and office leases for ICASS
agencies. Assist in lease negotiations and ensure timely preparation of lease
payment vouchers, lease related correspondence and tracking of all other
actions related to the lease portfolio, including lease caveats and obtaining
necessary lease clearances and waivers. Develop and maintain close working
relationship with the Interagency Housing Board, management representatives
from the ICASS agencies, and landlords. Reports directly to the General
Services Officer and serves as senior member of the Housing Section.
Key Duties and Responsibilities: 
  • Serves as deputy supervisor of the Housing Section and is
    responsible for the overall administration of all residential and office
    leases. Maintains lease files, including lease amendments and renewals,
    lease payments, lease waivers, and all landlord correspondence. Informs
    utility companies, local guard service, and other interested parties when
    leases are initiated or terminated.
  • Supervises, provides training and technical support to 2 FSN staff
    in the Housing/Leasing section. This includes interpreting and executing
    new/revised policies and procedures, post directives and seek
    clarification and resolution on matters that are not clear.
  • Allocate and reallocate tasks to FSNs with the view to accommodate
    the increasing demand on the Leasing limited resources at Post. Works to
    ensure that services are provided in a customer friendly way to serviced
    agencies, vendors, other departments, section and senior members.
  • Under the direction of the GSO Assistant for Housing, assists in
    locating new residences, initiates lease negotiations with new landlords,
    and serves as the primary daily contact for landlords.
  • Maintains residential database (WebPASS RPA), ensuring that all
    information is up to date and all required reports are submitted according
    to regulations. Assists GSO with annual retail market survey, establishing
    rent controls, and keeping IAHB meeting minutes.

Qualifications, Skills and Experience:
  • NOTE:  All applicants must address each

  • The applicants for the US Embassy Housing Assistant job opportunity
    should hold a Bachelor’s degree in business administration, social
    sciences, social work and social administration, law, ethics and
    development, finance, public administration, or education. 
  • At least three years of experience in property leasing, real estate,
    finance, administration at a mid/senior level is required.
  • Working knowledge of local housing and leasing
    practices/customs/standards, and familiarity with the local realty market
    is required.
  • Cross cultural communication skills capable of mediating conflicting
    interests of American Mission housing standards and local residential
    standards.
  • Must be tactful, yet effective, in negotiating lease terms with
    landlords in order to achieve the required mission standards.
  • Language Proficiency: Level IV English ability (reading and writing) is required.
