Job Summary: The Supply Chain Officer, EDP Manager reports
to the Head of Logistics Operations UGCO or the designate and is under the
functional supervision of the Head of Supply Chain Unit, UGCO. Logistics
Officer shall oversee inland, primary and secondary transport operations,
management of the commodities at the EDP sites, liaise and coordinate with Area/Field
Offices dispatch and food distribution schedules, oversee compliance. Logistics Officer is expected to guide
personnel on the best practices of logistics operations with solid background
in commodity management with full proficiency in LESS.

Key Duties and Responsibilities:
- Manage and supervise inland Logistics Operations at WFP Uganda
Country Office - Establish and maintain periodic reports based on logistics movements
and distribute them according to requirements - Guide management on logistics management and structures and staffing
levels to ensure that they are at all times adequate to meet the
requirements of the logistics strategy - Ensure full compliance to food commodity management guidelines,
real-time LESS performance - Manage logistics operations including all logistics assets in order
to ensure timely and cost-effective delivery of WFP cargoes - Supervise and lead monthly PI exercises
- Ensure the integrity of transport information, including commodity
tracking in WFP standard systems - Prepare and maintain transport information for reporting purposes
- Ensure compliance to food quality practices and proper storage of
food commodities - Ensure that accurate and complete accounting, reporting and internal
control systems are functioning and that all relevant records are
maintained - Ensure effective funds management including project budgetary review
and regular market reviews - Ensure WFP warehouses as managed in accordance to WFP guidelines
- Ensure adequate logistics preparedness through contingency planning
and continuous logistics preparedness reviews - Ensure that all staff are adequately trained, and identify any
additional training needs to achieve high working standards - Coordinate and provide logistics support to on-going air, land, sea,
or rail operations in the area - Coordinate logistics operations with other organisations in the area
- Support logistics staff in other offices
- Supervise staff as required
- Perform other related duties as assigned
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UN World Food Programme
(WFP) Supply Chain Officer, EDP Manager job placement should hold a University
degree in business administration, engineering, computer science,
statistics or economics (preferably transport economics), or equivalent
professional experience or extensive relevant logistics experience. - At least five years of relevant professional post-graduate in supply
chain.Experience managing integrated air, sea, and land transport
operations. - Experience supervising professional staff.
- Experience in working in insecure and difficult environments.
- Desirable: proven experience in forging strategic partnerships.
- Desirable: proven experience in influencing and negotiations skills.
- Desirable: experience in working in Uganda.
- Language: Fluency
(level C) in English language. Intermediate knowledge (level B) of a
second official UN language: Arabic, Chinese, French, Russian, Spanish,
and/or WFP’s working language, Portuguese.
Competencies:
- Supply Chain Strategy: Demonstrates robust understanding of supply chain strategies.
Conducts analytical and conceptual work in support of strategy design and
implementation. - Operationalizes strategies in own area of responsibility.
- Supply Chain Planning: Leads supply chain planning within area of operations managed.
Oversees and coordinates periodic planning across functions and with
partners. Ensures consensus-based plans are in place and aligned with
strategy. - Supply Chain & Networks Management: Manages end-to-end supply chain within
area of operations. Leads the design and implementation of supply chain,
retail and partnership networks. Oversees and coordinates integrated
delivery of supply chain services. - Supply Chain Capacity Strengthening: Leads design and implementation of
supply chain capacity strengthening initiatives within area of operations
managed. Leverages WFP’s supply chain capacities and networks to
strengthen national value chains and stakeholders. - Supply Chain Performance & Development: Leads continuous supply chain
improvement and innovation initiatives within area of operations managed.
Defines operational performance targets, monitors performance, anticipates
and mitigates risks for timely corrective actions.
