Job Summary: The National Training Manager develops,
manages and monitors, under the supervision of the intervention manager, the
intention’s training services by managing and building relationships with
existing and potential beneficiaries (organizations and individuals. The
National Training Manager will work in close coordination with the Support to
Skilling Uganda (SSU) program staff and the different regional intervention
teams (SSU-BE, SSU-IRE and SSU-EUTF).

Key Duties and Responsibilities:
Strategic training

- Coordinate with the SDF team and regional interventions teams to
define the training needs and opportunities - Develop a general training strategy for the SSU program, including
an operational manual and operational tools - Develop a strategy, operational plans and budgets for different
training initiatives in the framework of the SSU-program and the different
interventions - Analyze the demands for training and the provision of training
services - Identify and support the development of training services which may
be emerging through the implementation of the interventions - Identify how the practical experiences gained through the
implementation are included in the general organization and improvement of
the SSU program and the different interventions
Overall management

- Manage training providers for efficient and high quality delivery of
trainings according to budget and project management standards, including
negotiation terms of reference and contracts, needs assessment, and
quality assurance - Manage trainers’ involvement in the intervention, including
identification and procurement of trainers/training provision, and support
for trainers with design and delivery - Manage major intervention relations with local partners, trainers
and beneficiaries (individuals and organizations) - Overall management of the monitoring and evaluation and quality
assurance of the training including design of the training, observations
with feedback, analysis of participant’s feedback and sharing of learning,
innovation and good practice across the trainer pool in close
collaboration with the M&E team of the SSU program - Contribute to effective learning within the SSU program and across
the different inten/entions and ensure that learning from activities is
reflected in the SSU strategy - Identify opportunities for the use of modern technologyand
innovative learning methodology in training Strategic communication - Ensure effective communication within the SSU program, the different
interventions and with the partners and beneficiaries
Representing the
interventions externally for training related activities and certifications

- Building relationships with training providers, donors and
beneficiaries - Represent the intervention in relevant fora and networks
- Maintain an overview of internationally relevant standards in HRD,
Human Capital Development, learning and training methodologies and
approaches - Serve as the contact person for beneficiary institutes, grantees,
intervention teams and other concerned parties - Participate in the selection and follow-up committees of the
different interventions internal management: - Compile and provide data, oral and written reports for management
purposes including for the program, intervention and field managers,
intervention structures, annual report, financial reporting, and others
required , - Develop, monitor, and report on annual and intervention budgets in
the field of training in collaboration with support staff - Adhere to Enabel internal information and management systems and
policies (e.g. financial reporting) - Contribute to organization-wide initiatives and participate in
organization wide activities - Participate, without voting right, in the SDF Selection Committee
meetings
Qualifications, Skills and Experience:
- The ENABEL National Training Manager must hold a Masters level
qualification in a relevant discipline including but not limited to training
or education, HR and management. An undergraduate level qualification could
be considered only if experience matches the demand - Seven years of professional experience in the design, delivery,
monitoring and evaluation of trainings in organizational contexts and/or
professional experience in the field of capacity development and competence
management - Experience in managing projects, budgets and multi-stakeholder work
processes, including the use of common project management and financial
analysis tools is an asset - Experience with Microsoft Office (Word, Excel and Access, etc.) and
data management software is required - Demonstrated ability to work as part of a team and under pressure
and to tight deadlines - Pro-active attitude, dynamism with excellent organizational skills
- Demonstrated strong communication skills with sensitivity to
organizational difference and gender issues - Ability to travel within Uganda
- Excellent oral and written English
