Business organization open to all registered small scale industries in Uganda.
Initiated in 1979, its major purpose is to enhance the industrial development
of small scale industries in the country right from the grass root level.
Currently it has sub offices in over 25 districts countryside mainly in the
southern central, easterner and western region.
Job Summary:  The Public Relations, Policy and Advocacy
Officer serves as officer of the policy Advocacy and Communication unit
managing, leading and guiding staff, as well providing leadership on Advocacy
and Communication strategies to promote the Association’s Advocacy Strategic
Objective at all levels. The Officer will work with partners, donors, and key
influencers in order to achieve the objectives of the current and future
Operational Strategy.
Key Duties and Responsibilities: 
  • Contribute to the development and review
    of internal policies, in consultation with Executive Director and other
    stakeholders.
  • Provide external  information and advice to  the policy  committee on legislative provisions
    which may  affect Association
    mandate, operations and responsibilities
  • Analyze reports on various issues and
    provide advice on the anticipated impact on Association
  • Coordinate feedback expressed by sectors
    on various policy matters and legislative proposals and promote
    Association views to other stakeholders
  • Undertake surveys, conduct forums and
    report on investigations relating to matters affecting the policy
    positions of the Association
  • Contribute to the development of
    strategies which will enable the Association to be adequately resourced to
    undertake appropriate roles and responsibilities and to  deliver efficient and effective services
    to the community
  • Contribute to enhanced Committee
    operational efficiency through liaison with zones  to undertake research and prepare
    reports, best practice models, manuals and codes of practice
  • Assist in the progression of enhanced
    relationships and functional reform between Local and State Government.
  • Contribute to the establishment of
    protocols and mechanisms that enhance public private
    partnerships/relations Provide timely and accurate advice and information
    to Committee
  • Planning Publicity strategies and
    Campaigns and Handling all aspects of planned Publicity Campaigns and PR
    activities.
  • Writing and producing presentations,
    press releases. , briefings, reports, and/or project briefs
  • Use of all forms of Media and
    communication to build, maintain and manage the reputation of the
    Association.
  • Act as a representative of the
    Association in attending meetings of Local/Government Committees and
    Working Parties and undertake liaison with State Government agencies
  • Contribute to the coordination of major
    events, conferences etc organized by the LGA 
  • Working with the team to identify and
    develop key policy areas
  • Other duties as assignment

Qualifications, Skills and Experience: 
  • The ideal candidate must hold an
    advanced University Degree In Social Science, Political Science Or
    International Relations, Economics Or Development Studies. Studies in
    Policy Analysis, Advocacy, Resource Mobilization And International
    Development Political And Global Private Sector Development Agendas As
    Related To Micro, Small And Medium Sized Enterprises.
  • At least three to five years of demonstrated
    experience and concrete results in the development and implementation of
    advocacy and communication strategies, including advocating, campaigning,
    networking, public relations at national and international levels.
  • Track record in the development and
    successful delivery of advocacy/communication campaigns related to private
    sector (MSME) development.
  • Excellent knowledge of English with
    proven ability to communicate in English (spoken and written) in a clear
    and concise manner. Knowledge of other local languages (Luganda and
    Swahili) is an asset.
