About USAID SOCY Program:
CRS Uganda is
implementing a five-year USAID Funded Program that will serve 625,000 Orphans
and Vulnerable Children and 101,500 Families in 17 districts in western and
central Uganda. This Program is the Sustainable Outcomes for children and Youth
in Central and Western Uganda (SOCY). CRS leads a consortium that includes key
local implementing partners, action for community development (ACODEV), TPO
Uganda, International implementing and resource Partners include Palladium, the
institute of reproductive Health(IRH), Centre for creative CCL and Living
goods. The Program will improve outcomes for Vulnerable children and Youth by
strengthening the system that surrounds them. Caregivers will have greater
economic opportunities to increase their resilience and therefore be less
susceptible to shocks. Local government structures and CSOs will be
strengthened to provide services targeting the diverse needs of vulnerable
children and health and social services agents will strengthen their
coordination and referral systems to provide integrated care along the
continuum of response.

Job Summary: The Grants and Compliance Officer-SOCY will
help coordinate and contribute to the implementation of the SOCY project
finance policies and procedures in compliance with CRS’ established accounting
standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and
regulations, and legal requirements to support high-quality programs serving
the poor and vulnerable. You will efficiently perform subaward and accounting
services through ensuring timely disbursements of funds to SOCY partners,
ensuring timely liquidations, validation of expenses and cost match to confirm
that reported expenses are reasonable allocable and allowable, He/she should
also be able to write trip /financial monitoring reports as well as disclosing
ICIP Areas to ensure Partners level policies and procedures are practiced., and
delivering financial reporting services throughout the project/grant life
cycle.

Key Duties and Responsibilities:
Reporting:
- Set and monitor sound accounting and
financial reporting procedures for SOCY project sub-recipients and
partners following established standards. Ensure setup and maintenance of
all data required for processing financial transactions for SOCY project
accounts in Sun Systems financial accounting package. - Prepare various periodic and ad hoc
financial reports and perform variance analysis to assist project/grant
staff with decision-making. Assist with budget maintenance for proper
management of financial resources.

- Review and validate supporting
documentation before processing of financial transactions to ensure all
required documents are accurate and complete and authorizations are in
place. - Record financial transactions following
appropriate authorizations. Review and analyze various accounts to detect
irregularities. Advise on corrective actions and prepare correcting
entries and adjustments, as necessary.
Compliance
- Assess, evaluate and monitor
sub-recipient financial management processes in accordance with policy and
strengthen capacity of partner in financial accounting and transactions. - Monitor disbursement/receipt schedules,
alert relevant SOCY project staff of due payments/liquidations and
maintain appropriate communication and follow-up to facilitate timeliness
of financial resource management and compliance with set deadlines. - Provide information to project/grant
staff, subrecipients, and partners on financial accounting policies and
procedural compliance issues and deliver training and other capacity
building activities - Perform other tasks and assignments as
and when required which are consistent with your level in the
organization.
Qualifications, Skills and Experience:
- The ideal candidate for the Catholic
Relief Services (CRS) Grants and Compliance Officer – SOCY job should be a
fully qualified CPA or ACCA or equivalent. Finalists with few papers
remaining may also be considered. - At least two to three years of
experience in a position with similar responsibilities, preferably with an
international NGO or Audit firm. - Knowledge of USAID assistance rules and
regulations preferred - Proficient in MS Office packages (Excel,
Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of
SunSystems financial accounting package and QuickBooks accounting system - Excellent analytical skills with ability
to detect and report inconsistencies - Conscientious, accurate and thorough
with great attention to detail - Ethical conduct in accordance with
recognized professional and organizational codes of ethics - Proactive, resourceful, solutions
oriented and results-oriented - Ability to work collaboratively
