About US:
The Uganda Refinery
Holding Company (URHC) is a Private Limited Liability Company incorporated
under the Companies Act (2012). It is a wholly owned subsidiary of the Uganda
National Oil Company (UNOC) Ltd. The purpose of the URHC is to hold, on behalf
of UNOC, interest in the refinery project planned to be developed in Kabaale,
Hoima District and its associated infrastructure. URHC has also been given the
mandate to develop, operationalize and manage the 29.57 km2 Kabaale petro-based
Industrial Park (KIP).

Job Summary: The Environmental Officer will support the
development and implementation of Environmental activities for UNOC, in line
with company objectives.

Key Duties and Responsibilities:
- Provide support to UNOC’s operations and ensure that environmental
risk is addressed. - Implement UNOC’s EMP and waste management plan in its operations.
- Provide input to UNOC’s projects to ensure that environmental
aspects are adequately addressed. - Actively engage with key Contractors and Government agencies on
environmental management and ensure delivery of work scopes is aligned to
legal and other requirements. - Investigate incidents that affect health such as pollution,
accidents at work, noise control, toxic contamination, and waste
management - Conduct environmental audit of operation sites.
- Ensure that appropriate Oil Spill Response Plans are in place.
- Provide support in delivery of Environmental and Social Impact
Assessments for projects. - Evaluate partners’ environmental impact assessment proposals and
participate in meetings with Partners and Authorities, when required. - Perform any other duties assigned by the supervisor.
Qualifications, Skills and Experience:
- Bachelor’s degree in environmental science or management, or related
disciplines. - A minimum of three years of environmental related experience.
- Master’s degree in environmental sciences or related field will be
an added advantage. - Previous experience in oil and gas E&P operations including
social development projects is desirable. - Extensive knowledge of modern environmental technology, waste management
practice/disposal/monitoring, environmental monitoring. - Knowledge of Uganda environmental laws and regulations, ISO 9001,
ISO 14001 and OSHA 18001 standards and QHSE management systems is
essential.
