organization with it offices based in Loro-Alidi, Oyam District. FICH is
dedicated and working to promote quality education and life-long learning for
children, promoting sustainable economy, healthy lives and conducting research
to improve programming, practices and policies by transforming youth and women
through sustainable opportunities and decent work in a thriving community.
Currently, FICH is implementing a project to support formation of Village
Savings and Loan Association (VSLA’s) for improved livelihood and access to
resources among low income rural women in Oyam district aged 15 to 30 who are
at risk of HIV/AIDS.
Job Summary:  The Project Officer will have overall
responsibility in facilitating and implementing the formation of women’s VSLA
groups for improved livelihood project. He/she will ensure proposed objectives
and targets are achieved concerning VSLA activities including guidance to
successful selection of Income Generating Activities, training on
business/entrepreneurship skills. The officer will ensure regular field visits
to monitor activities and conduct timely weekly and monthly reporting.
Key Duties and Responsibilities: 
Facilitate
planning, organizing, and management of VSLA and IGA related activities.
  • Conduct awareness /sensitization on VSLA and IGA activities among
    project participants, communities and local leaders.
  • Facilitate beneficiary’s vulnerability process in target communities
    to define beneficiaries gaps and provide basis for planning.
  • Develop work plans (Weekly, Monthly and Quarterly) to ensure
    effective implementation of project activities as outlined in the detailed
    implementation plan.
  • Facilitate the identification and/or formation and mobilization of
    beneficiaries, strengthening VSLA group structures, provide linkages to
    financial institutions and market for beneficiaries’ products.
  • Facilitate beneficiary identification in consultation with
    communities and local leaders using set of criteria’s.
  • Facilitate the identification and strengthening of change agents to
    enhance community awareness on women rights, gender equality and HIV/AIDS.
  • Identify technical capacity and challenges for beneficiaries and
    skills/knowledge they have in VSLA, Business development skills, Income
    generating activities (IGAs) e.t.c.
  • Oversee and regularly monitor when the VSLA groups are conducting
    the share purchase, social contributions and borrowing and repayment of
    loans to ensure proper documentation/recording of VSLA field cash box.
  • Train beneficiaries on VSLA methodology, Business Development
    Services and marketing.
  • Support beneficiaries VSLA groups on governance and leadership.
  • Coach, supervise and mentor the group leaders and change agents for
    effective facilitation and support of VSLA and Income generating
    activities.
  • Facilitate and organize exposure or exchange visits and any other
    events for the beneficiaries to foster learning and experience sharing.
  • Ensure sorting out any misunderstanding that may arise with in VSLA
    group members to ensure smooth running and prevent drop out.
  • Ensure linkage/integration of economic development activities with
    Government livelihood programs.
  • Liaise with the project team for all decisions related to the
    project to carry out any other duties as may be assigned by the Line
    supervisor.
  • Work closely in teamwork as well as other program teams such as WEB
    Soya, Education, finance department.
Monitoring,
Evaluation, Documentation and Reporting:
  • Conduct regular follow-up visits to beneficiaries’ groups to see if
    they are applying the technologies/practices and provide technical
    assistance where there are gaps.
  • Track progress of the savings groups and IGA activities to see if
    targets set in the annual work plan are achieved.
  • Facilitate data collection from savings groups and manage
    information flow to supervisor
  • Support the preparation of monitoring plans for the groups and
    ensure they get involved in own monitoring and evaluation of VSLAs, IGAs
    etc. activities.
  • Monitoring and supervision of Change Agents performance in the
    communities.
  • Consolidate/compile monthly, quarterly and annual activity reports
    and special events showing achievements, lessons, constraints and
    recommendations which should be submitted to relevant authority at the
    agreed time
  • Assisting IGA Entrepreneurs to assess their local economy and find
    markets for their products and services.
  • Carry out quarterly/annual review meetings to assess performance of
    activities against set targets at the community and program level.
  • Conduct assessments and document benefits and write success stories.
  • Participate in field level assessment and or evaluation of project
    performance/evaluations.
Coordination:
  • Represent FICH in the field meeting relevant to project activities,
    meetings with government, NGOs and other players in the district.
  • Build relationship and coordinate with stakeholders (local leaders,
    district authorities, financial institutions, e.t.c), relevant government
    Ministries/departments.
  • Participate in field level coordination meeting with local
    government authorities and other agencies.

Qualifications, Skills and Experience: 
  • The applicant must hold a Diploma/Degree in Business Administration,
    Community development, sociology and any other relevant experience in
    microfinance, livelihoods, IGA and VSLA methodology.
  • Two years of experience on community development/ and livelihoods
    intervention
  • Experienced facilitator /trainer
  • Working experience in resilience initiatives or programs is highly
    preferred.
  • Familiarity with principles and practice of VSLA and with strong awareness of challenges faced by
  • traditional methodologies.
  • Willingness to travel to all project locations on regular basis.
  • Experience in working with Non-Governmental organizations, local
    communities and local authorities.
  • Strong computer skills and ability to use standard computing
    packages such as word, excel, power point, spreadsheets and database
    software programs.
  • Strong communication and report writing skills.
  • Ability to ride motorcycle is a great opportunity.
  • Ability to speak and write in English and Lango Language
