About US:
The Uganda Refinery
Holding Company (URHC) is a Private Limited Liability Company incorporated
under the Companies Act (2012). It is a wholly owned subsidiary of the Uganda
National Oil Company (UNOC) Ltd. The purpose of the URHC is to hold, on behalf
of UNOC, interest in the refinery project planned to be developed in Kabaale,
Hoima District and its associated infrastructure. URHC has also been given the
mandate to develop, operationalize and manage the 29.57 km2 Kabaale petro-based
Industrial Park (KIP).

Job Summary: The Security Officer will develop and
implement Security activities for UNOC, in line with company objectives.

Key Duties and Responsibilities:
- Develop and implement security procedures for UNOC Offices,
residents and Operational Sites. - Develop and implement access control procedures to ensure that
Company assets and information are protected. - Ensure security risks assessments are done and identify potential
vulnerabilities and threats to UNOC’s operations. - Investigate and complete the process for close out of all security
incident Investigation Reports and prepare/submit lessons learned. - Liaise with Government security agencies such as Oil and Gas Police
and advise UNOC on security matters in the country and region at large. - Develop a security alert and reporting system and ensure all
security incidents are reported. - Manage the security services contracts and ensure that security
contractors and other security bodies supporting UNOC’s operations adhere
to Voluntary Principles on Security and Human Rights (VPSHR). - Organize any relevant security training and exercises for UNOC or
the contractors - Update the evacuation plan in coordination with the Health and
safety Specialist. - Perform any other duties as may be assigned by your supervisor.
Qualifications, Skills and Experience:
- The ideal candidate must hold a University degree
- At least three years of experience in security (Private Security
Company, Army or Police). - Experience in security in the oil and gas with remote site exposure.
- Training on Voluntary principles on security and human rights.
- Certification in Security Management by recognised bodies such ASIS
will be an added advantage. - Possession of relevant certification in health and safety will be an
added advantage. - Knowledge in ISO 9001, ISO 14001 and OSHA 18001 standards and HSE
management systems is highly preferred.
